Director, Finance and Administration
Reporting to: Executive Director

Job purpose
To oversee the Finances. Accounts, general Administration and provide advice and guidance to management in order to make sound decisions to meet the goals and objectives ot the authority.

Key Duties and Responsibilities

  •  Provide technical and professional leadership in the planning, development and evaluation of UMRA's financial policies and systems, including strategic financial plan and budget to ensure prudent management and control of financial resources;
  •  interpret UMRA’s prevailing financial position and advise the Executive Director and the Board of Directors on the measures to be taken to improve the Authority‘s financial performance;
  •  Develop and install effective financial management systems and procedures to ensure accurate financial and accounting reporting;
  •  Develop policies and strategic business plans to steer UMRA towards achieving its mission and vision;
  •  Coordinate the formulation, implementation and evaluation of the strategic corporate planning and budget processes;
  •  To ensure that UMRA iinances are competently managed in line with the existing government policies, procedures and in compliance with the international Accounting and Reporting Standards;
  •  Advise the Executive Director on policy matters related to financial compliance with statutory and legal requirements;
  •  Monitor and track the utilization of capital, revenues and expenditure against approved plans and ensure that any variances are justified in accordance with the approved plans;
  •  Plan, coordinate and implement human capital and administrative policies, strategies, systems and to ensure they are aligned to the strategic oblectives including organizational analysis, design, and staff performance management;
  •  Participate in the recruitment and selection of staff to ensure that the candidates selected have the required job competencies and are provided with orientation and induction programmes necessary forjob performance:
  •  Develop and implement strategies to create a high performing organizational culture to ensure transparency, integrity, accountability, performance measurement and ensure that programme activities are undertaken on sound management principles and practices;
  •  Provide technical leadership to multidisciplinaryw teams to maintain and enhance performance standards and effectiveness;
  •  Coordinate with the Director of Supervision to carry out training needs assessments, design and deliver staff training and development
  •  Carry out job evaluations, pay structure designs and benefits administration to attract and retain highly qualified staff;
  •  Ensure employee relations are in good standing to ensure maximum productivity and organizational effectiveness and
  •  Coordinate and implement administrative support services including office sen/ices and supplies, logistics, mail delivery, transport services, rislr 5 assessment and provision of insurance cover, health and occupational safety, security, disaster recovery, maintenance of equipment, machinery and office facilities.
  •  Prepare board papers, periodic progress reports and annual reports showing organizational achievements against planned targets as well as providing iustification for performance variances and areas of improvement.
  •  Serve as the staff liaison to the Board's Human Resource Management and Finance Committee

Minimum Qualifications

  •  Master's in degree in Business Administration, Economics, Finance, Human Resources or a related field b) Professional qualifications such as CPA, ACCA, ClMA.
  •  Over 7 years of experience gained in the financial sector or related core business with at least 3 years at senior management level
