JOB SUMMARY
The Head of Programs is a member of the Senior Management Team (SMT), and is directly responsible for overseeing the effective planning, implementation & management, and sustainability of all organization programs, their design, growth, and development. In contributing to the development of the Strategic Plan, the Head of Programs ensures legal/institutional compliances, participates in resource mobilization, stakeholder engagement and effective program operations to ensure highly quality timely production and reporting. In this role, the Head of Programs observes the highest level of professionalism and integrity in all undertakings, of self and of the team, while observing biblical principles and values of the Organization at all times.
ROLES AND RESPONSIBILITIES
Strategic Program Development and delivery
• Model a high standard of personal Christian leadership and integrity through lifestyle and professional relationships. And ensure focus on Jesus Christ remains integral to all EAM programs, to influence a culture of transparency, excellence and generosity of spirit.
• Regularly participate in the executive role of the Senior Management Team (SMT).
• Provide leadership oversight to ensure programs are planned, designed and implemented in alignment with EAM’s Vision, Mission and Core-values.
• Lead in the planning, formulation, implementation and review of program policies.
• Conduct regular and periodic field supervisory visits to provide technical support and ensure work quality and timely delivery.
• Review /prepare quality timely program reports
• Ensure effective coordination amongst program staff and other heads of departments, i.e. Link Program Managers (Middle Line Managers (MLM)) to other heads of departments (Senior Management Team (SMT).
• Provide leadership in the development, implementation, and review of EAM’s Operational Focus Area programs model.
Quality Program Design, Strategy, and Implementation
• Provide leadership oversight on program planning, design, strategy development, theory of change development, reviews and implementation.
• With the support of the Regional Director, and the relevant departments, develop and implement internal mechanisms for institutional learning, quality control mechanisms, and programmatic integration.
• Maintain a continual tracking of program performance to ensure that objectives are met according to program strategy, plans, log frames and set targets within quality and scope.
• Implement internal mechanisms for institutional learning, quality control mechanisms, and programmatic integration.
• Strengthen organizational capacity to effectively design and implement programs through strategic and operational planning processes.
• Provide technical assistance to programs as required, sourcing additional support as required in accordance with program needs.
Legal/Institutional Compliances
• Ensure programs are implemented in compliance to quality control and industry standards (Relevant sector SOPs).
• Ensure programming meets Minimum Standard, in alignment with externally recognized practices.
• Ensure legal existence of all EAM’s Operation Focus Areas (OFA).
• Provide supports in EAM legal compliance; registration, legal documents renewal process, and as may be required.
Support to Financial Management
• Coordinate with the Finance Manager on Finance related matters.
• Develop program budget, workplans and annual operational plans. And provide oversight of budget forecasts and expenditures, ensuring funds are closely monitored, aligned, and budget holders are held accountable.
• Implement programs within budget and scope.
• Enforce adherence to internal controls.
• Timely review, approve and account for program funds.
• Participate in conducting internal and external audits.
• Conduct periodic budget analysis and relocation to areas of founded needs.
Support to the Human Resource Function
• Conduct periodic performance goal setting, trail reviews of performance, and appraisals.
• Participate in departmental needs assessment, engagement of MEAL staff, observance to policy, & discharge.
• Conduct training need assessments and recommend necessary capacity building/training.
• Ensure succession planning through intentional mentorship and coaching of the MEAL team.
Stakeholder Engagement
• Actively maintain and nurture relationship with like-minded NGOs and partners.
• Participate in resource mobilization from diverse funding streams including multilateral and bilateral donors, churches, and high network individuals.
• Provide oversight in the management and development of key-in country donor relationships and overall donor development strategies.
• Identify and establish long-term strategies, with key program partner organizations.
Resource Mobilization
• Provide support in the management and development of key-in country donor relationships and overall donor development strategies.
• Coordinate donor visits.
• Develop and support institutional fundraising strategies in accordance with EAM’s development framework.
• Actively develop and maintain positive relationship with NGOs and local partners in Uganda.
• Represent EAM in cluster meetings, sector coordination, and various level forum.
Operations
• Coordinate with the Operations Manager (OPM) in operations related matters
• Review, consolidate and submit quarterly programs procurement plans with clear specifications of items to meet user needs
• Ensure programs complies with procurement processes and systems
• Ensure items supplied for programs use are in line with the specifications provided and can meet user needs.
• Provide programs support to operations to ensure all fleets (Auto mobiles and Equipment) are in good working conditions at all times.
• Provide program support to operations to ensure supply chain flow.
Monitoring and Evaluation
• Coordinate with the MEAL-M in M&E/Communication related matters.
• Participate in conducting baseline, mid-term and end-line studies.
• Support the development, utilization and review of appropriate M&E, centralized data collection systems, program management system and operational tools.
• Participate in the development of Regional/Country strategic plans.
• Provide support to MEAL and communication activities.

All inputs contributed to EAM’s Vision, Mission and Core values, with project sites operating smoothly with motivated, coordinating high performing staff.

• No legal and institutional issues due to good compliance to standard operating procedures and legal/institutional frameworks.
• Programs implemented in a manner that resources meet strategy, targets, quality, internal controls and all financial process and procedures to ensure value for money.
• Fully motivated, engaged, and competent staff, optimally performing to their fullest capacity, within a conducive environment, and adherence to policy.
• All stakeholders remained engaged throughout every project cycle.
• Positive contribution made to aid internal and external funds raising efforts and current and incoming partnerships maintained.
• Constant supply chain maintained, drill equipment and vehicles 24/7 efficient and field operations flow without any disruption or downtime due to breakdown.
• All projects timely designed, implemented, monitored, evaluated and reported.

REQUIRED ACADEMIC QUALIFICATIONS AND EXPERIENCE
• Should a mature practicing Christian, age of 35-45years, who is subscribed to a local church
• University degree in any of the following; Social Sciences, Development Studies, Community Psychology, Public Health, Human Resource Management, Civil Engineering, or in any other relevant course.
• PGD in Monitoring and Evaluation, or Project Planning and Management.
• At least 5 years of relevant working experience in a non-profit organization, preferably with a Christian Faith-Based Organization. Experience working with water, sanitation, hygiene, public health or in the education sector is of added advantage.
• Demonstrated ability to think strategically, prioritize and meet deadline, in a complex and challenging environment.
• Strong understanding of programs management with track record of planning, monitoring and evaluation.
• Should be flexible/proactive, and willing to travel nationally and internationally by road or air.
