The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is a five-year cooperative agreement (October 2012- September 2017) awarded to University Research Co., LLC and is dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies.

URC ASSIST-is seeking dynamic and qualified individuals to fill the following positions at their Gulu office up to end of September 2016. Renewal is subject to funding.

District Improvement Advisor

Job Summary: Directly reporting to the technical advisor, the District Improvement Advisor is responsible for providing technical and operational support to improve the quality of health systems, HIV prevention, Adult and Pediatric care and family health services in USAID ASSIST supported facilities within the district.

Duties and Responsibilities
Technical:

  • Build technical competencies of facility health care providers in HIV prevention, treatment and care and family health through coaching, trainings, onsite mentorships and peer to peer learning meetings.
  • To improve HIV prevention services within the district by integrating and scaling up HTC at high yield points and support the expansion of HIV testing efforts to highest risk groups.
  • To integrate TB diagnostic and treatment services into Antenatal, delivery, care and postnatal service provision centers.
  • Work to improve the quality ,care and safety of SMC and roll out of tetanus treatment in the SMC program in northern Uganda
  • Support delivery of care and treatment services with the ultimate goal of attaining viral load suppression for children and adults living with HIV.
  • Work with the respective districts to support the assessment, accreditation and build the capacity of health facilities to provide Option B plus and EID services.
  • Build the capacity of health workers to improve the quality of care provided and work with district leadership to ensure facilities are equipped to provide quality emergency obstetric and newborn care.
  • Develop and timely submit work plans and budgets for all assigned district based activities in relation to ASSIST work plan.
  • Support timely reporting by the health facilities and districts as well as promote use of data for decision making '
  • Support health facilities to rightly quantify and submit timely orders for supplies through NMS or JMS
  • She/he shall jointly with partners participate in health unit and DHT meetings to strengthen management structures at the health units and districts.
  • Provide onsite support through the district medicine management supervisors to accurately quantify and make timely orders for family planning commodities, HIV care and treatment supplies e.g. test kits, ARVs , Laboratory reagents etc.
  •  In collaboration with the KM staff, lead the process of documenting best practices in form of case studies, success stories, abstracts, video clips in addition to the routine biweekly updates, quarterly and annual reports.
  • In collaboration with the monitoring and Evaluation team ensure that data collected is accurate and valid and captures process and outcome indicators and support the distribution and on job training on the use of data tools.
  • Implement a spread plan to ensure learning from demonstration collaborative, become the standard of care at all USAID ASSIST supported sites.
  • Submit Monthly, quarterly, annual and adhere reports
  • Maintain a functional district database
  • To ensure that district mentor ship teams are formed at the districts.
  • To ensure that the district Health Teams are functional and providing report about their activities
  •  Liaise with MOH for updated guidelines and policy documents.
  •  Ensure that cross-cutting themes like gender and health work force development are well integrated into the HIV care and treatment plans.
  • Any other duties assigned by the supervisor/Chief of Party.

Supervisory roles

  • Oversee the financial and administrative activities by MNCH facility/community technical officer supporting the ASSIST project work including conducting staff appraisals, reviewing and approving financial and administrative requests and accountabilities
  • Carry out regular activities to assess and build necessary competencies of the MNCH facility/community technical officers supporting ASSIST project work in the selected districts/ health facilities

Required Experience and Qualifications:

  • A Bachelor’s Degree in medicine, a Masters’ Degree in public health will be an added advantage.
  •  At least three years‘ work experience gained through serving within a government institution or NGO with proven ability to coordinate activities of different stakeholders at district and or sub national level.
  •  Possession of a valid registration certificate from the Uganda Medical & Dental practitioners Council.
  •  Excellent communication or interpersonal skills is a must.
  • Experience in handling Quality improvement approaches and providing clinical training to service providers and stake holders will be an added advantage.
  • Ability and willingness to travel within the supported districts.
