Job Overview/Summary:
The International Rescue Committee (IRC) has received confirmation for funding from Save the Children under the Uganda Education Consortium funded by the Education Cannot Wait (ECW) to implement an eight month project titled ‘Watoto Wasome – meaning ‘Children Learn.’ Watoto Wasome is an initiative aimed at responding to challenges relating to early access to learning, protection and play opportunities for children aged 3-6 years with sustainable, community-driven solutions at the household and community levels in Imvepi and Palabek settlements. In households, IRC will support responsive caregiving by working collaboratively and closely with caregivers and parents to ensure that they are in the drivers’ seat for the care, protection, learning and development of their children, to improve holistic nurturing care. Our entry point will largely be working with and at the early childhood development (ECD) centers and parents of the children in the supported ECD centers. IRC will work closely and collaboratively with local leaders such as refugee welfare committees, IRC’s women and girls' centers and other existing structures to better engage the parents. The project will contribute to the achievement of three key project outcomes:
Improved access and retention to inclusive and gender transformative learning and training opportunities,
Improved delivery of quality education and training, and strengthened systems for effective and resilient service delivery.
The Education, Gender and Inclusion Manager will provide oversight and technical support to project implementation to ensure that gender and inclusion are critically paid attention to across the project locations. The Education, Gender and Inclusion Manager will work closely with the ECD Senior Officer and other project staff to ensure that ‘Watoto Wasome’ is a gender and inclusion responsive in its planning, implementation and reporting. The role will ensure that project materials and approaches reflect attention to gender equality and inclusion.
The EGI Manager will work closely and liaise with the Gender Equality and Safeguarding Senior Manager as well as the Education Sector Coordinator. The EGI Manager will work very closely with the other project team to implement the Watoto Wasome project and with MEAL teams to ensure quality program data collection and analysis. They will play a key role in the process of reporting on the impact of the Watoto Wasome project to donors and government stakeholders at the district and national level. They will conduct frequent visits to field operations to assess the quality of the project, ensure understanding and compliance with donor requirements and provide guidance and coaching to staff.
SPECIFIC RESPONSIBILITIES:
Technical implementation of project activities:
• Provide overall Coordination of the project implementation and reporting of the Education Cannot Wait project (Watoto Wasome)
• Provide technical guidance in relation to education (Early Childhood Development), gender and inclusion in the implementation of the work-plan and quality of activities, share relevant information and direction to improve quality and ensure timely implementation of activities.
• Collaborate with internal (Education Coordinator and project field teams) and external partners (Save the Children, UNHCR, Street Child, Uganda Education Consortium, among others) in the planning and implementation of all ‘Watoto Wasome’ activities within project implementation locations.
• Work collaboratively and very closely with the ECD Senior Officer to prepare, maintain, and update detailed work-plan, in close consultations (as needed) with project partner/s (Save the Children, UNHCR and Street Child).
• Foster a cohesive ‘Watoto Wasome’ project identity across sectors and the consortium.
• Work with the ECD Senior Officer for the Watoto Wasome project to develop procurement plans, monthly project spending plan and cash forecasts.
• Support MEAL team/staff in conducting data collection in line with Watoto Wasome project MEAL plan.
• Collaborate with the field project team to ensure that activity implementation is in accordance with the budget and track budget expenditure.
• Oversee the implementation of the project strategy, ensuring coordination with other partners implementing the Education cannot Wait (ECW) grant.
• In collaboration with the Gender Equality and Safeguarding Senior Manager to provide orientation and technical training to project staff, partners and volunteers on gender, inclusion and diversity.
Coordination, representation, and partner/stakeholder relationships:
• Work closely and coordinate with IRC supply chain, finance and other program staff to ensure timely and compliant project activities and expenditures, including active participation in grant opening/closing and review meetings.
• Represent IRC in different platforms, coordination meetings, working groups and maintain good working relationships with Save the Children, CMU, OPM, UNHCR, District and Sub County Local government officials and behave in a manner that safeguards IRC Public image.
• Attend and actively participate in the Consortium Management Unit and education sector related working group meetings and represent the interests of the IRC.
• Coordinate the Partnership Project Opening, Review, Monitoring and Closing Meetings, together with the Watoto Wasome project teams.

Monitoring, reporting and communication responsibilities
• Undertake regular field monitoring visits to assess progress and identify any gaps relating to ensuring gender and inclusion are integrated into the project accordingly.
• Work closely with MEAL in the collection of project data, assessments and ensure that tools and approaches used are gender responsive and inclusive.
• Take lead and work closely with the ECD Senior Officer to develop project reporting templates and tools in harmony with the Education Consortium Unit guidance .
• Ensure timely reporting to the Education Consortium Unit (working closely with the MEAL team to ensure that data is accurate and reporting on all project indicators).
• Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC MEAL purposes.
• Ensure proper documentation and maintain an archive of ECW-Watoto Wasome project activities and related procurements.
• Support in the development of the MEAL framework and tools related to the ECW- Watoto Wasome project.
• Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.

Partner Coordination and Collaboration:
• Coordinate closely with other partners implementing the Education Cannot Wait -MYRP funded projects in other locations.
• Coordinate and participate in timely and effective partner program, finance, and compliance review and reflection (monitoring), and work with the partner teams to address any project performance issues.
• Work in collaboration with the Consortium Management Unit in refining the technical approaches, reporting tools and templates to ensure achievement of desired outcomes.

Qualifications
Qualifications:
• Bachelor’s degree in Education, Early Childhood Education, Gender, inclusion, Social Work, Community Development, Project Planning and Management, Public Health (with a focus on gender and inclusion in education) or related field.
Work Experience:
• At least 6 years of experience leading teams, implementing education and ECD projects.
• Experience in integration of gender and inclusion programming
• Experience in reporting on gender and inclusion in project implementation
• Experience in project management and project coordination
• Experience working in humanitarian settings required.
• Experience in working closely with partners (government and non-government partners)
• Proven abilities in coordination within teams and with other stakeholders.
• Prior experience in developing project implementation work-plans and project reporting
Language Skills:
• Fluency in English language both written and spoken is required
• Knowledge of the local language is an added advantage
Demonstrated Attitudes, Skills and Competencies.
