JOB DETAILS:
Scope of Work:
The IRC in Uganda is currently expanding its education programming in line with its Strategic Action Plan (SAP) and is seeking to establish education projects that meet the learning and wellbeing needs of pre-school children, school-age children, and youth.

Duties and Responsibilities:
Program Development and Design:
•Lead and/or contribute to project design processes for new or adapted education programming, including the development of budgets, proposal narratives, log frames, and other supporting documents.
•Develop national strategy for development of the IRC education program leveraging current programming and future potential.
•Liaise with education sector and system actors to promote IRC’s added value and to network and establish relationships.
•Utilize the IRC’s Outcomes and Evidence Framework (OEF) and related theories of change in project design and promote understanding of OEF tools among education staff.
•Coordinate closely and liaise regularly with the Deputy Director of Programs, and grants unit to ensure quality grant management.
•Support the technical project team to produce high-quality reports and ensure timely submission.
•Coordinate with the M&E unit to produce a robust M&E system for the sector.
•Ensure that key learnings are extracted from education implementation and incorporate them in program and staff development processes.
•Coordinate education program activities with other IRC sectors to ensure program integration.
Program Implementation and Management:
•Lead the education team to implement timely, effective, and high-quality project activities in line with identified needs, donor requirements, and strategic objectives and indicators.
•Ensure all education projects have detailed implementation plans, detailed spending plans, monitoring plans, and procurement plans which are reviewed and updated periodically.
•Manage the projects budget in coordination with the grants and finance teams.
•Monitor and oversee project budgets and performance and ensure that projects implementation is on course as per the detailed implementation plans and phased budgets.
•Conduct budget monitoring, suggest necessary revisions and prepare draft reports.
•Ensure that the budget monitoring reports are responded to in time and with accurate information.
•Prepare relevant and quality IRC and donor reports as per agreed-upon schedules (monthly, quarterly and/or annually) on grant activities, indicators, and achievements.
•Work closely and coordinate with IRC logistics, finance, and grant staff to ensure timely and compliant program activities and expenditures; including active participation in procurement, supply chain, grant and other meetings. Has budget authority to pre-approved limits and responsibility for budget development and compliance under the direction of the DDP.
•Support the start-up of the confirmed Hilton Foundation-funded Kulea Watoto project, including participation in the recruitment of key staff, development of key project management tools and oversight of the ECD interventions.
Technical Quality:
•Ensure that all projects are implemented in accordance with global technical guidelines and best practices in the education sector.
•Liaise with Education Technical Advisors regularly and proactively, and pursue technical guidance as needed.
•Stay abreast of developments in the IRC Education Technical Unit and global working groups related to new tools and guidelines.
•Identify, monitor and report on unmet needs and make informed recommendations to senior management on the capacity of the IRC to address identified needs.
•Provide technical assistance including supportive supervision to IRC and partner education staff.
•Contribute to the technical interpretation of M&E data and apply output and outcome indicator findings to improve program quality.
•Support the development and maintenance of a coherent education strategy across IRC’s areas of intervention in Uganda.
Coordination & Representation:
•Regularly attend technical working group meetings and other relevant coordination structures to ensure harmonized implementation approaches.
•Represent IRC in relevant forums/clusters, including with national authorities and donors
•Proactively collaborate with other sector technical leads to promote program integration and an outcome-based approach.
•Play an active role in the execution of the country's Strategic Action Plan.
•Support the sharing of information and learning across education-related programs based in Uganda and throughout the East Africa region.
Human Resources Management:
•Provide technical direction and managerial oversight of education staff.
•Set specific goals and expectations and provide regular, positive, and constructive feedback to direct reports.
•Build capacity of the team under his/her supervision, both individually and through conducting/coordinating staff training exercises.
•Help to recruit and screen education project staff as team grows.
•Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
•Ensure timely completion and submission of interim and annual employee performance reviews.
•If/as required, identify staff performance issues and works with Human Resources to document and address these in accordance with the National Staff Employment Policies.
•Responsible for adhering to IRC’s Global HR Operating Policies and Procedures.
Other
•Any other duties as assigned by the supervisor to enable and develop IRC programs.

Qualifications
•Minimum of five years of professional experience in the management of education programs in emergencies.
•Bachelor’s degree in education or other relevant areas; Master’s degree a plus.
•Strong knowledge of technical tools, resources, and standards related to education in emergencies and post-conflict and development settings.
•Competency in literacy, numeracy, and social and emotional learning methods for children affected by crisis.
•Proven experience in developing or support of ECD programming, with a focus on social-emotional learning outcomes and design.
•Ability to assess the national education landscape and identify gaps and opportunities for program development.
•Strong verbal communication skills and effective in representation and liaison with external actors.
•Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills
•Proven technical writing ability in English including skills in proposal writing.
•Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others.
•Promotes teamwork, comfortable in a multicultural environment, flexible and able to handle stress and pressure with professional grace.
•Experience advising teams and ensuring compliance with donor regulations.
•Ability to navigate interpersonal and inter-departmental organizational dynamics to keep focus on goals and products.
•Ability to handle administrative and operational pressures.
•Works well in and promotes teamwork.
•Highly developed leadership abilities, including the ability to coach, motivate, and support effective teams.
•Strong cross-cultural communication skills and eager to work as part of a diverse team. Sensitive to interpersonal differences and a range of viewpoints.
