Job Summary:
Monitor and maintain the performance of civil engineering structures and related works in accordance with the established Dam Safety Management System.
Key Responsibilities:
Key Result Areas:
1. Work closely with relevant Government agencies to ensure compliance with all dam safety requirements and adopt approved best dam safety practices where national standards are not adequate.
2. Ensure that all dam safety records are clearly identified, created, and properly managed, including reports, recommendations, summaries, data sources, and geotechnical parameters.
3. Initiate, plan, prioritize, and manage all maintenance and repairs related to dams and any other civil structures.
4. Ensure that flow control equipment is regularly maintained, inspected, tested, and available for controlled release of flow downstream.
5. Ensure adequate stock of spares for flow control equipment.
6. Ensure that all monitoring and surveillance activities for Nalubaale and Kiira dams are planned, executed, and documented.
7. Perform first-level analysis of all instrumentation data for both Nalubaale and Kiira dams.
8. Initiate, plan, and schedule periodic dam safety reviews for Nalubaale and Kiira dams.
9. Update and maintain a database of dam safety-related incidents.
10. Implement the Emergency Preparedness Plan (EPP), including regular reviews, updates, testing, and familiarization with related emergency plans from stakeholders affected by hydropower dam operations.
11. Compile and update monthly reports on dam safety and maintenance of civil structures.
12. Develop, update, and maintain a dam safety risk register.
13. Develop and ensure implementation of effective maintenance strategies for other civil structures such as powerhouses and administration buildings.
14. Review, analyze, and recommend collations, summaries, and presentations of data collected from dam safety field instrumentation related to stability, seepage, movement, settlement, structural strength, and resilience to natural or manmade phenomena.
15. Participate in general safety inspections conducted by statutory bodies or experts hired by UEGCL.
16. Develop and implement proper storage, calibration, and management of all instrumentation used for monitoring readings.
17. Develop and implement corrective measures for identified defects during inspections.
18. Develop and ensure implementation of strategies to identify and combat concrete quality problems such as Alkali Aggregate Reaction (AAR) in existing hydropower structures.
19. Develop budgets for modifications, spares, and all dam maintenance-related activities.
20. Develop and ensure implementation of public safety management plans for communities hosting the hydropower dams.
21. Ensure and maintain UEGCL’s quality, safety, and environmental standards in all supervised works, and where absent, adopt best industrial practices.
22. Ensure effective project execution from development to implementation.
23. Liaise with other technical specialties, including electrical, mechanical, and business support disciplines, to ensure timely achievement of the company’s objectives.
24. Manage contractors and sub-consultants placed under your supervision.
25. Assist in training and mentoring company staff and other personnel as assigned by the line supervisor/management.

Education and Professional Requirements:
Minimum Education Level Required:
• A minimum of an upper second Bachelor’s degree in Engineering (Civil, Hydropower, or related field) from a recognized university.
• Must be a registered Engineer.
• A Master’s degree in Hydropower, Water Resources, Geotechnical Engineering, or a related field.
Related Job Experience:
• At least 6 years of relevant experience in hydraulic structure engineering, geotechnical engineering of dams, dam safety monitoring, and supervision for large hydropower plants.
• Demonstrated ability to read and interpret construction drawings, manage teams, and ensure compliance in a regulated environment.
Additional Skills/Competences:
• Good working knowledge of civil engineering principles, standards, and regulations applicable to hydraulic structures and hydropower plants.
• Excellent computer literacy skills.
