JOB DETAILS:
EACOP is a 1,443km crude oil export pipeline that will transport Uganda’s crude oil from Kabaale – Hoima in Uganda to the Chongoleani peninsula near Tanga port in Tanzania.
Worley will support EACOP partners led by international French company TotalEnergies, through the execution and delivery of the project.
Overview
An Environmental Supervisor is required to mobilise on a rotational assignment based in the field i.e., Lot 1, 2 or 3.
The Environmental Supervisor will report directly to the Environmental Lead. He/she will be responsible in assisting the Lead to ensure that the pipeline, AGIs, EITS and other facilities are constructed in compliance with the approved ESIA, ESAP, BAP and ESMPs, as well as the relevant national and international legislation and standards, and EACOP policies/procedures.
Given that environmental monitoring of major construction projects including oil and gas pipeline is a developing field in in Uganda and Tanzania, it is expected that the Environmental Supervisor will be stationed in the field providing support, training, and capacity building to the site-based environmental teams.

Responsibilities
• The Environmental Supervisor will report to the Environmental Lead and will have the following responsibilities:
• Directly supporting the EPcmC staff and CONTRACTORs ensuring delivery of the Pipeline and associated AGI, and EITS infrastructure are on-time and to budget.
• Assist the Lead in attending in project Go/No-go HSE / R3 reviews for project mobilisation.
• Support reviewing/commenting on Contractor Control Plans (CCP), Contractor Implementation Plan and Procedures (CIPP), and method statements to ensure that requirements of ESIA, BAP, ESAP and other related documents are considered and addressed.
• Provide support and direction to site-based Environmental advisors based on construction priorities and ESIA/ESAP/BAP commitments.
• To provide on the job training and coaching to site environment teams, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
• Support construction teams through on-site support during major river crossing activities or other construction activities of a sensitive nature.
• Support field Environment teams in identifying initial erosion control requirements.
• Assist the Lead in implementing a regular site auditing program, including development of audit protocol and schedule, implementation of audit, writing audit reports and following up closure of actions resulting from audits.
• Assist the Lead in participating in the company audit and self-assessment program for environmental compliance.
• Assist field teams implementing an Environment training program for EPcmC staff on site.
• Assist the Lead in developing and implementing the main Environmental Coordination Plan and Environmental Inspection Matrix.
• Assist the Lead in maintaining databases and record storage for Environmental systems reports and compliance audits.
• Ensure that project environmental reporting and all ESIA matters comply with IFC requirements and Equator Principles IV.
• Ensure any environmental design mitigations are captured in CONTRACTORS EMP and related procedures.
• Verifying CONTRACTOR have all valid permits and regulatory compliance and requirement approvals.
• Participate in H2SE environmental Inspections, Reviews, and Assessments.
• Support the investigation of external environmental complaints, verify, and prepare reports based on the findings.
• Participate in Environmental Incident Investigations or Incident Review processes.
• Manage, monitor, and direct surveillance and inspection activities of contractor environmental advisors.
• Provide support in monitoring, managing, and reporting on the environmental activities of contracted 2nd & 3rd party services.
Qualifications / Experience Required
• Bachelor’s Degree in an appropriate field of environmental science is preferred, additional qualification of a NEBOSH Diploma will be an added advantage
• 4 years of environmental supervision experience working within a cross-functional oil & gas pipeline project team supporting; contractor construction, commissioning, and start-up readiness.
• Experience in analysing environmental data to report accurate KPI’s and potential non-compliance status back to the project management team.
• Working knowledge and understanding of ISO 14001, ISO 31000.
• Good environmental field experience and knowledge of TOTAL standards,
• applicable international performance standards (IFC Performance Standards, Equator Principles IV, World Bank EHS guidelines and other related best practice including Uganda and Tanzania regulatory requirements (where applicable).
Required Competencies
• Competency and proven experience within Worley or equivalent proprietary management systems and associated desktop applications for project delivery.
• Competency within industry applications such as Assure, OMIE, Aconex, PowerBI, P6, SharePoint, Adobe, MS Office – Word, Excel, PowerPoint, Visio.
• Excellent English communication skills (oral and written) including the ability to articulate Environmental concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
• Physical ability to work in the field and conduct inspection in difficult terrain.
• Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
• Effective communication and interaction with construction crews in the field and management teams.
• Knowledge of project HSE strategy and commitments regarding site based environmental management.
• Demonstrate proficiency in the interpretation of Environmental plans, policies, and regulations.
• Working knowledge of regulatory requirements such as environmental compliance regulations, safety regulations, and local permit requirements.
• Knowledge of root cause analysis (RCA); data-driven decisions, Environment risk analysis and analytical reporting.
• Concise report writing daily.
• Staff management experience (knowledge transfer, mentoring and motivation techniques).
• A strong communication, networking, collaboration, and well-developed teamworking skills, especially in multi-discipline and multi-cultural teams.
