JOB DETAILS:
Scope of Work
The scope of work will include but is not limited to the following:-
i. Supervise and monitor the development of the Terms of Reference (TORs) for
Environmental Assessments, including but not limited to Environmental and
Social Impact Assessments (ESIAs), Environmental and Social Management
Plans (ESMPs), Environmental Audits for EASP.
ii. Supervise and undertake technical review of Environmental and Social Impact
Assessments (ESIAs), Environmental Audits and development of
Environmental and Social Management Plans (ESMPs) by Consultants, and
Contractors, and follow-up on acquisition of any relevant Statutory Approvals.
iii. Provide guidance on; a) implementation of project mitigation measures, b)
environmental monitoring and supervision of project works, c) development of
monitoring checklists, d) compilation of periodic (weekly, monthly, quarterly,
annual) progress reports, to ensure compliance with relevant environmental
requirements.
iv. Coordinate and monitor regular environmental safeguards capacity
development of Consultants, and Contractors during project implementation,
including conduct of project awareness, communication and sensitization
activities;
v. Support UECCC in ensuring that the project is executed in accordance with the
Project’s Environment and Social Commitment Plan (ESCP) and other World
Bank’s safeguards requirements.
vi. Liaise with environment colleagues and safeguard experts in OPM, UNHCR
and INGOs working within refugee settlements to ensure appropriate
monitoring and mitigation of refugee specific safeguard issues in refugee
hosting districts.
vii. Coordinate the different PIUs of EASP including their Consultants and
Contractors on environmental matters relating to the project. (This includes
UECCC, Consultants and contractors under MoH, MoES and MoWE)
viii. Monitor the implementation of ecosystem (forests, wetlands) restoration
activities as may be triggered by the project, including development of
biological offsets where necessary, in collaboration with the National Forestry
Authority, Ministry of Water and Environment and the respective Local
Governments.
ix. Conduct inspections to ascertain that relevant Permits are obtained as and
when required during project implementation, including but not limited to
Wetlands Use Permits, Forest Permits, Registration of Work-Place (for
Camps), Heavy Equipment Certification, Waste Handling Permits, etc;
x. Coordinate the various stakeholders across the implementing institutions for
planning, self-assesment and feedback in regard to environment safeguard
activities.
xi. Carry out any other duties as assigned by the Project Coordination Manager
(PCM) provided these duties contribute to achieving the development
objectives of the EASP project.

1.4 Person Specifications
a) Qualifications

i. Bachelor’s Degree in Environmental (Engineering/Management/Sciences)/
Natural Resources Management/ Conservation Biology from a recognized
University/Institution.
ii. Master’s Degree in Environmental (Engineering/Management/Sciences)/
Natural Resources Management/ Public Administration from a recognized
University/Institution.
iii. Registration with NEMA as a Certified Environmental Practitioner will be an
added advantage.
b) Experience
i. At least eight (8) years of relevant professional experience in Environment
Safeguards Management, four (4) of which must have been at a senior level
in government or a reputable organisation.
ii. At least four (4) years of relevant experience in the implementation large
scale projects in regard to Environment Safeguards related work financed
by Multilateral/Development Financial Institutions such as the World Bank,
ADB, AFD, KfW, China Exim Bank or equivalent.
iii. Demonstrated knowledge with the institutional and legislative framework for
Environmental Management in Uganda, including policies, laws,
regulations, and guidelines.
iv. Demonstrated experience and skills in undertaking environmental and
social assessments including screening, scoping, risk assessment,
developing plans and supporting action plan implementation, monitoring
and reporting.
