The Opportunity
As the Environmental Compliance & Safety Assistant, you will be responsible for overseeing program compliance with United States Government (USG) and local environmental regulations, and program adherence to requirements as laid out in USAID Programmatic and Supplemental Environmental Assessments and amendments, and compliance with the PMI IRS Best Management Practices Manual.
Project Description
The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria while promoting equity to sustain malaria gains. Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact. Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.
Core Responsibilities
• Performance of smartphone-based Pre-season Environmental Compliance Assessments for each IRS or LSM operations site (soak pit and/or storeroom) two months prior to vector control activity
• Performing vehicle inspections prior to lease agreement signing to be sure that all proposed vehicles meet Best Management Practice (BMP) requirements.
• Tracking and supervision of work required at operations sites prior to commencement of vector control activity. Confirming storage conditions and soak pit construction conform to BMPs.
• Providing or overseeing the annual environmental compliance training of intervention teams and storekeepers, as well as Abt staff as necessary
• Performing a final Pre-season Environmental Compliance Inspection and conference for operations sites 1-2 weeks prior to spray to determine the readiness to receive and store insecticides/larvicides/ITNs.
• Continual supervision of intervention operations and completion of environmental and supervisory checklists throughout the campaign
• Oversight of the closure of seasonal operations sites at the end of the intervention, and documenting proper storage of equipment and leftover pesticides
• Oversight of waste management activities (incineration of sachets and masks, recycling of other wastes where possible, thorough washing of disposable items) to be sure that wastes are managed responsibly.
• Assisting in the preparation of the EC portion of the vector control summary report, including a description of the important points noted throughout the activity, and a consolidation of the information gathered from supervisory inspections.
• Identifying needs for next year’s vector control activities
• Using data from the smartphone-based data collection system to optimize operations site selection and optimization.
• Training and technical assistance to integrated vector control implementation teams and counterparts.
• Liaison with project counterparts from the Ministry of Health, and other regulatory and governmental authorities.
• Frequent travel to field sites to monitor PMI Evolve operations and implementation.
• Provide environmental compliance support to all PMI Evolve larval source management and insecticide-treated net activities as needed.
What We Value
Minimum Qualifications
• High School Diploma plus 4 years relevant experience or Bachelor’s Degree plus 2 years relevant experience.
Preferred Qualifications
• Bachelor’s Degree with a minimum of 2 years of relevant workplace experience, or master’s degree with a minimum of 1 years’ experience in Environmental Compliance, Health and Safety, Environmental Engineering, or other relevant field.
• Some experience in environmental compliance and insecticide use and management.
• Experience working in close partnership with government stakeholders, local community leaders, and partner organizations with an emphasis on capacity strengthening and skills transfer.
• Two years of successful training and coaching experience in a field environment.
• Demonstrated ability to work with a minimum of direction and supervision.
• Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members.
• Demonstrates leadership and teamwork and produces high quality work in a timely, cost-effective manner and has excellent writing skills.
• Excellent organizational, interpersonal communication and computer skills.
• Fluency in designing and deploying digital tools is highly desirable. Experience with USAID and donor projects is highly desirable.
• English language proficiency.
