The EpiC Uganda Senior Strategic Information (SI) Officer, COVID-19 will support the country-level monitoring and evaluation activities for the EpiC Uganda project under the oversight of the EpiC Uganda SI Advisor. They will work closely with the SI Advisor and the country-level programs team to enhance or develop systems across sites to monitor service delivery and performance in real-time in order to plan services more effectively and to meet reporting requirements. They will support the country project team to ensure program data are tracked, verified and supporting documentation is maintained and reported to project leadership, FHI 360 HQ, USAID and in assigned reporting systems, as applicable to the project scope of work (SOW). They will support the strengthening of monitoring and evaluation systems, and performance reporting across the country, which may include working with program partners and key stakeholders to monitor, document and analyze the performance of their COVID-19 response services and activities and ensure data quality. They will liaise with relevant technical advisers and counterparts responsible for country-level strategic information and monitoring and evaluation.
Position Responsibilities
• Support the SI Advisor in the design, development, planning, implementation, and capacity building for staff in data collection, analysis, visualization, dissemination, and use of data from different sources.
• Provide guidance and support into the development of performance monitoring plans and development of systems for data collection, collation, analysis and use.
• Responsible for accomplishing assigned tasks following the standards and practices of the department and/or USAID and/or MOH indicators/requirements.
• Maintain constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners in Uganda.
• Develop and maintain collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other organizations in Uganda.
• Support the SI Advisor in the development of tools for the design and implementation of SI systems for the country’s COVID-19 vaccination program at national, sub-national and implementing partner levels, as appropriate.
• Provide support to ensure that SI systems and project implementation adhere to the appropriate global strategy and remain technically sound.
• Contribute to planning and development of strategies for the global and regional SI Units.
• Support the analysis and use of data from routine information systems and special surveys to influence the design and scope of projects.
• Review, analyze and evaluate the effectiveness of projects and make recommendations for enhancements.
• Ensure that project data are appropriately displayed in dashboards using various graphics and geo-spatial displays.
• Develop strategies and tools for the design and implementation of the SI system.
• Perform other duties as assigned.
Qualifications
• Master’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or other relevant discipline;
• Minimum of six years working on supporting the design, establishment, and management of monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs, preferably under USAID funding.
• Demonstrated expertise working on data analysis, managing online databases to ensure easy access to data and data reports; experience in Tableau or Power BI preferred;
• Experience with complex data analytics utilizing Microsoft Excel, STATA, Epi Info; and/or software;
• Demonstrated ability to perform complex data analyses and make recommendations based on findings;
• Demonstrated ability to portray complex data sets in easy to understand formats including visualizations;
• Demonstrated working knowledge of the Ugandan national health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting;
• Previous experience building capacity for generation and use of strategic information;
• Excellent report writing, analytical and communication skills, including oral presentation skills;
• Position open to Ugandan nationals or individuals who have the legal authority to work in Uganda.
