Overview
In Uganda, EpiC is implementing two projects: 1) support to the Ministry of Health (MOH) to improve vaccine uptake across the country to reach 70% vaccine coverage of the eligible population. Activities include COVID-19 vaccine service delivery, demand generation, surveillance and data collection, social and behavioral change activities, private sector engagement and human resource capacity development and technical assistance; and, 2) providing technical assistance to the Global Fund’s Country Coordination Mechanism (CCM) and their Principal Recipients (PR) to ensure better oversight and transparency of GF COVID-19 response funding in country. This position supports activity 2: Global Fund (GF) Technical Assistance (TA).
Job Summary/Responsibilities:
The EpiC Uganda Senior Technical Advisor (STA), Public Financial Management will be the technical lead on the GF TA activity under the guidance of the EpiC Uganda Project Director. The STA will work closely with the GF CCM leadership team and the GF Principal Recipients (PRs) in both the planning and rollout of the identified technical support needs. The position is based in Kampala, Uganda.

Responsibilities include, but are not limited to:
• Lead in all technical aspects of the GF TA activity working closely with EpiC project leadership both in Uganda and at HQ, the CCM leadership team, the MOH and the GF PRs.
• Provide technical input to the design and formulation of the GF project policies, strategies, plans and activities.
• Working closely with the key GF country stakeholders, manage the placement of financial management advisors to provide direct technical assistance to the applicable government entities to ensure the COVID-19 Incident Management Team (IMT) at the MOH is able to clearly request Global Fund CRM funds to bolster COVID-19 response activities.
• Work with CCM, PRs and embedded consultants to participate in research on health financing models and development financing models that support improvement of Global Fund activities.
• Plan for TA activities (trainings, workshops, etc.) to address identified gaps to strengthen the financial coordination and management systems for GF funding in country.
• As needed, provide guidance and inputs into the development of annual work plans, budget estimates, recruitment plans, procurement plans and other relevant GF budget supporting documentation.
• Participate in MoH budget framework papers, workshops/meetings and ensure budget estimates of the GF Project are comprehensively captured.
• As needed, support the quarterly expenditure limit and warranting processes for GF financing recipients.
• Liaise with the Division of Accounts and the Office of the Account General regarding Global Fund releases to MOH and on ward remittances to the local governments.
• Assisting in the preparation of quarterly and annual performance reports for the Global Fund project.
• Assisting in the analysis of budget performance monitoring reports for the Global Fund project.
• Produce comprehensive quarterly and semi-annual reports of the GF financial performance.
• Implement capacity building plans for key budget formulation and execution stakeholders of the GF.
• Lead in the development of project reports, technical materials or other documentation, as needed.
• Any other duties as may be assigned from time to time.

Qualifications:
• Master’s degree, or its international equivalent, in public policy, economics, statistics, social sciences, or health economics.
• At least 8 years’ experience in providing senior level technical advice in similar project focus areas.
• Extensive work experience and understanding of the GF.
• Must have a good understanding of the health system, macro-aspects of the national economy, familiarity with the Public Finance Management Act, health financing landscape in Uganda and impact on health development and the population in general.
• Post graduate qualification in a related field is an added advantage.
• Experience in Monitoring and evaluation or research is an added advantage.
• Ability to conduct and deliver thorough analysis, report writing and dissemination of information to a broad range of audiences
• Experience with working on a donor-funded project preferred
• Project management certification preferred
• English fluency required.  
• Position open to Ugandan nationals or individuals who have the legal authority to work in Uganda
