The Strategic Information Technical Support (SITES) Activity is a seven-year project that was awarded by the United States Agency for International Development (USAID) to Social & Scientific Systems Inc. (SSS), a DLH company. The purpose of the SITES Activity is to facilitate, promote and enhance evidence-based programming and reporting in Uganda’s health system, particularly in areas of Family Health (MCH, FP, Nutrition, malaria, WASH, TB), HIV/AIDS as well as orphans and vulnerable children (OVC).

Overview
SITES is seeking for a highly skilled technical consultant to serve as Team Leader for an upcomimg evaluation. This evaluation will provide the USAID/Uganda Office of Health and HIV with information on the implementation, performance, and achievement of intended results for the LPHS activities to inform course correction and adaptations for the remaining performance periods of the Activities. The evaluation will inform the design of future interventions and activities that will contribute to achieving and sustaining HIV epidemic control in Uganda.

Responsibilities
1. Team Leader will be responsible for the overall management, coordination and supervision of the team.
2. The team leader will be responsible for the data collection tools that will be used for the evaluation.
3. The team leader will be responsible for coordinating and putting together the inception, draft, and final reports and presentations.

Qualifications
1. Relevant qualifications in Public Health, with 10-15 years specific experience in conducting HIV/AIDS program evaluations in Sub-Saharan Africa.
2. Public health programming experience (at least 5 years) in integrated health programming at national and subnational levels in sub-Saharan Africa (including exposure to health service delivery in public settings).
3. Knowledge of the Ugandan HMIS database and population-based surveys such as Lot Quality Sampling Assurance and the Uganda Demographic and Health Survey.
4. Knowledge of Uganda’s health care system. Knowledge of health systems strengthening (HSS) and service delivery in Sub-Saharan Africa.
