The Uganda Microfinance Regulatory Authority (UMRA) is a Government Agency established under The Tier 4 Microiinance Institutions and Money Lenders Act 2016 and whose core business is licensing, regulation and supervision oi SACCOs, Non-deposit Taking Microtinance Institutions, Self-help Groups and Community-based Microfinance institutions in Uganda

JOB DETAILS:
 The UMRA invites applications from suitably qualilicd Ugandans to fill the following positions.

 

Executive Director
Reports to: Board of Directors
Job purpose
Responsible for making corporate decisions, managing resources, implementing the Authority's long and short term plans and act as a direct liaison between the Board and management of the Authority.

Key Duties and Responsibilities

  •  Provide strategic leadership and direction in the formulation, development, implementation and evaluation of UMRA‘s strategic management plans and budget as agreed with the Board and as aligned with the government laid down procedures.
  •  Develop, promote and implement sound legal and regulatory framework to strengthen the Tier 4 financial sector in Uganda through the establishment of effective policies, strategies, systems, processes and practices to secure compliance with Tier 4 Microfinance and Moneylenders Act.
  •  Develop strategies for creating a high performing organizational culture based on transparency, integrity, accountability, performance measurement and results in order to ensure that UMRA is run on sound management principles and practices.
  •  implement an organizational structure to ensure that workflow processes and team structures are f properly aligned with the strategic direction of UMRA. Assign clear responsibilities to the senior management team and oversee the establishment of effective risk management and control systems.
  •  Provide regular reports and information n matters of significance and recommends significant; operational and changes for effective discharge of responsibilities.
  •  Advice the Board and the Government on policy, technical and professional matters pertaining to the Tier 4 institutions business, interpretations, amendments and the entorcements of the Act for 1 harmonious relationships in the sector.
  •  As the secretary to the Board, provides advice to The Board as required on all matters which fall Within the responsibility of the Board and ensures That Board procedures are maintained and followed
  •  Develop and implement implement effective financial management policies and systems for monitoring and reporting the financial performance of UMRA and guarantee safety and accountability in line with the govi-iirrrieiit and the international Financial Reporting Standards
  •  Develop and implement procurement policy to ensure gtrrrtls and services are purchased with due regard to transparency, economy, effectiveness and efficiency and in line with the government established procedures on procurement
  •  Develop and establish an efiective communication and public relations policy to ensure that Saccos, money lenders and micro finance stakeholders have access to the information they need to make informed decisions that support the growth of the sector
  •  Participate in the formulation of inter~ regulatory Authorities and other global initiatives aimed at regulatory coordination and cooperation.
  •  Oversee the operationalization of the Deposit Insurance Fund.
  •  Develop and implement effective lobby, advocacy and public relations strategy to advance UMRA‘s mission.
  •  Assess staff performance to determine training needs in order to design and implement training programmes to equip staff with appropriate job competencies for organization eiiectiveness
  •  Participate in the education and training programmes for all the Tier 4 institutions in order to create stakeholder and public awareness on the benefits of UMHA
  •  Participate in the formulation of inter
  •  regulatory Authorities and other global initiatives aimed at regulatory coordination and coouerrrtiorr.
  •  Oversee the operationalization of the Deposit insurance Fund. mi Develop and implement etiective lobby, advocacy and public relations strategy to advance UMRA’s mission.
  •  Assess stati porlorrnancc to determine training needs in order to design and implement training programmes to equip staif with appropriate lob competencies ior orgrrrrizatron eltectiveness
  •  Develop resource rrrubrllzaiiun strategy to access grant funding opportunities from government agencies, development partners, private foundations and other donors in rrrrirrr to expand UMRA programmes scope and outreach.

Minimum Qualifications

  • A Master's degree in Finance, Economics, Business administration, Accounting or an equivalent degree from a recognized University.
  •  Professional managementqualification and membership to a relevrnri professional body will be an added advantage
  •  Previous experience wnrkirtg directly with Boards of Directors, preferably of an independent agency or supervisor.
  •  15 years relevant experience in a senior management position gained from organizations directly involved in tire financial sector and deep knowledge of SACCOs and or microtinance.
  •  Strong understandinrr of the supervisory process in the financial scnlol, SACCOs, Microfinance, Money lending and cooperatives will be an added advantagee
