JOB DETAILS:
Vacancy: Executive Director (Uganda based) SEMA is a social enterprise aiming to create a worldwide revolution in public service, where citizen feedback becomes central to how governments improve their service delivery. Our main operations and HQ are in Uganda, where we have worked with over 60 public institutions to gather anonymous feedback from over 250.000 citizens. This feedback has led to measurable improvements in service delivery at police, courts, health clinics and municipality centers, among others. SEMA is 5 years old, and its founders have transitioned from management roles.

We are now seeking a driven, ambitious, entrepreneurial professional with a track record in leading (social) organizations to grow. The Executive Director is responsible for the organization’s partnerships and financial resources, strategic direction, general operations oversight, and impact on the ground. At least 50% of the ED’s time is focused on acquiring new financial resources for SEMA. The Executive Director reports directly to the International Board of Directors and will be invited to sit on the board after at least one year of solid performance.

Role Description

● Fundraising. Apply for grants, awards and donations from local and international organisations who believe in SEMA’s mission and want to support its growth. Maintain relationships with SEMA’s network of (funding) partners in the pursuit of multi-year grants.
● Public & Private Sector Sales. Expand SEMA’s operations to new government bodies and turn new and existing government partnerships into paying clients. Identify, test, and develop revenue streams for SEMA to be rolled out with the private sector (CSOs and companies).
● Strategic Programme Development. Set monthly, quarterly and annual goals for the organisation and track outcomes and learning. While staying focused on SEMA’s core activities and strategic targets, support on long-term strategic direction for the organisation regarding SEMA’s expansion, research, products and impact.
● Financial oversight. Track budget expenditures with the finance officer and oversee the long-term financial picture of the organisation. Flag gaps in the budget timely and develop remedial measures.
● Impact. Ensure SEMA tracks its impact regularly based on its Theory of Change and has a clear impact pitch toward funders. Help SEMA to become a thought leader in its field by sharing and discussing impact findings and lessons learned regularly with a wider community.
● Leadership culture. Inspire a growing team of SEMA employees and volunteers in the Ugandan office in a horizontal structure, creating a culture of accountability but enough space for each team member to grow and execute with an extent of trust/freedom. Have operations oversight through monitoring to enhance coordination, effectiveness and development of the entire team. This is a full-time job (40 hours/week), with the occasional weekend activities (conferences, meetings.) and a fair amount of travel within Kampala, Uganda and occasionally internationally.

Requirements

● Minimum 8 years of management experience in an NGO or for-profit organization.
● A masters’ level degree in social sciences, public administration, business or law.
● Experience in fundraising or sales/acquisition is required.
● Proven project management skills, including managing budgets, timelines and KPIs.
● Experience working with the public sector is a plus.
● Experience as an entrepreneur (setting up businesses or NGOs) is a plus.
● Driven by social impact and SEMA’s mission and values.
● A strong interest in technology and data.
● Excellent command of the English language.

We offer a full-time contract for 12 months which may be renewed upon successful completion of targets. The probation period is 3 months. PAYE, NSSF and health insurance are covered, as well as 21 holidays and an annual training budget. Remuneration is a combination of base salary and increments based on acquisition achievements.
Please note we are a small, local social enterprise, and we offer salaries according to Ugandan local organization standards – we do not offer an international organization (UN) scale salary. We are looking for someone who is (willing to be) based in Kampala, Uganda.
