JOB DETAILS:
Job Purpose
Reporting to the Board of Directors, the Executive Director is the Chief Executive Officer of the Commission with the overall responsibility of providing leadership in the development and implementation of the Commission's strategic plan, policies, and programs in relation to the functions of the Commission as provided in the Uganda Communications Act 2013 and other enabling laws.
Summary of Key Tasks and Responsibilities:
• To lead the strategic planning and strategy implementation to fulfil the mission of the Commission and work closely with the Board to develop and implement policy decisions.
• To provide strategic leadership in the development and implementation of policies and programmes agreed upon within the the key functions of the Commission.
• To ensure effective development of policies and strategies that ensure the financial health of the Commission; ensure fiscal management and integrity of the Commission including submission of the proposed annual budget and financial reports to the Board.
• Administer, organise, and supervise the staff of the Commission by developing and implementing effective human resource and administrative policies for the effective management of the Commission.
• Keep the Board informed of the activities of the Commission and provide timely and accurate information to enable the Board to make informed policy decisions.
• Responsible for signing all contracts, agreements and other instruments made and entered into on behalf of the Commission.
• Establish and maintain relationships with various stakeholders and utilise them to enhance the mission of the Commission.
• To serve as the Commission's primary spokesperson to the Commission's constituents, the media and the public.
Education and Professional Qualifications
• Master's degree in any of the following fields: communications, economics, finance, law, management, public administration, or related fields. Bachelor's degree in any of the following fields: communications, economics, finance, law, administration, or related field.
Work Experience
• Minimum of fifteen (15) years work experience in areas of strategic leadership in the communications, regulatory, policy development, public administration, management, and governance areas of which five (5) years must be in a senior management position in a similar corporate environment.
Required Skills and Knowledge
• Strategic thinking, planning and management Knowledge of the communications sector Financial and people management skills
• Stakeholder management
• Strong understanding of the working mechanisms of the public sector. MDAs, Parliament, and Local Government Astute communication and interpersonal skills Strong demonstrable leadership skills Dispute resolution skills
• Strategic negotiation skills
