Windle International Uganda was established in 1996 to promote peace and development in communities. We provide access to quality education and training, we advocate for the rights and needs of the people we serve, and we directly deliver programs.
In partnership with the United Nations High Commission for Refugees, the Office of the Prime Minister in Uganda, and other partners, we operate in all stages of education, from running Early Childhood Development centers to primary, secondary, post-graduate education and Vocational Learning Centres.
Windle International Uganda is seeking to fill the role of the EXECUTIVE DIRECTOR.

Knowledge, Skills & Competences
• Proven knowledge of program management tools and procedures.
• Proven knowledge of budgetary control and financial management, including the ability to read and understand financial data.
• Proven experience in proposal development and report writing.
• Demonstrated computer skills especially in MS Office packages.
• Understanding of country laws and regulations.
• Strong understanding of financial analysis and proven fundraising skills
• An in-depth understanding of how to provide quality education to the communities affected by emergencies

Responsibilities
The Executive Director (ED) is ultimately responsible for the overall management of the organization and all aspects of the organization’s operations. The ED is the Accounting Officer of Windle International Uganda.

Key responsibilities include, but are not restricted to:
A. Strategy, Coordination, and Representation
1. Lead the senior management team in the development of a multi-year country strategy, in line with WIU’s global vision, the country’s socio-economic, political, and cultural context, host government and donor strategies, and international program sector frameworks.
2. Facilitate the development of an annual plan to implement the country strategy.
3. Keep abreast of regulatory, operational, socio-economic and political changes. Inform senior management of environmental shifts that might impact operations. Ensure all program activities are sensitive and responsive to the changes in a timely manner.
B. Representation and Networking
1. Build and strengthen external relationships and represent WIU with the host government, line ministries, international and national organizations, at federal and state levels.
2. Cultivate and maintain key contacts with UNHCR and other major donors.
3. Develop networks and partnerships with national and international organizations within the country for joint collaboration, awareness raising and programming.
4. Participate in relevant interagency and governmental meetings and promote positive relationship and cooperation with agencies and government entities.
5. Attend monthly INGO Forum meetings and actively contribute to formulation of strategies to advocate for changes in policy, directives and processes that are conducive to efficient and agile INGO operations in the country.
6. Undertake and/or facilitate donor visits and meetings at federal and state levels, as necessary.
C. Board of Directors Liaison
1. Attend all Board meetings; prepare and file minutes for said meetings.
2. Prepare and submit Board reports and papers in a timely manner and ensure the integrity of all information that comes to the Board from Management.
3. Oversee implementation of all Board directives, policies, and procedures.
4. Serve as liaison between Board and Management.
5. Keep the Board appraised of organization operations, changes, and problems.
6. Monitor Board/Committee activities and attend Committee meetings.
D. Financial Oversight:
1. Develop the country budget(s) with the program and operations teams. Ensure organizational core costs are known and utilized by project holders for all sites.
2. Provide oversight of country program budgets and management of program spending. Anticipate potential funding gaps, develop contingency plans, and closely monitor costs to prevent uncovered program costs.
3. Monitor finance management to ensure fiscal controls and donor-required policy are fully complied with and or carried out.
4. Support the finance team in the management of audit review processes and ensure timely management responses to audit reports.
5. Ensure timely preparation and submission of reports to donors as well as monthly updates to Headquarters- Windle International.
E. Program Management and Development
1. Diversify funding, lead the development and execution of WIU’s resource mobilization strategy and revenue projections
2. Work with various stakeholders to guide the development of new opportunities.
3. Provide guidance for the development of key communication messages and promotional material for internal and external audiences, to showcase WIU programs, enhance the organization’s public image and attract donors.
4. Ensure all projects and programs are designed and implemented for maximum impact and reach.
5. Promote and guide collaborative proposal development processes to ensure proposals are strategically aligned, technically strong, achievable, and realistically budgeted.
6. Ensure that field teams have the necessary tools, resources, information, and assistance to deliver services that meet or exceed internationally accepted standards and protocols.
7. Ensure appropriate branding, signage, and marking standards are met, in accordance with donor visibility requirements and with the Windle International Standard.
8. Ensure relevant, accurate, and timely flow of strategic, management, and operational reporting, internally and to donors.
9. Support learning from success and failure, documenting best practices, and facilitating collaboration.
10. Undertake periodic field visits to program sites, to advise, build relationships, and review the effectiveness of program implementation.
F. Personnel & Administration Management
1. Appoint Staff at all levels
2. Directly supervise, lead and develop the senior management and leadership staff.
3. Direct and mentor staff, with a focus on developing capabilities appropriate to the current and future strategic and operational needs of the country program.
4. Strategically recruit staff in line with WIU’s values, operating principles and culture, to advance the organization’s vision and mission.
5. Coordinate with HQs staff exchange, secondment and development schemes that contribute to staff capacity building
6. Work collaboratively with Windle International (Global) as needed to respond to and manage employee and work environment issues.
7. Ensure operating policies, procedures, and communication protocols are clear and consistent.
8. Review and approve, on an annual basis, updates of WIU Policies and sensitization material.
9. Provide oversight for all matters related to legal counsel: ad hoc consultations and employee handbook review.
10. Interface cross-functionally with WIU staff at headquarters and regionally to address operational and program related issues, including signing of donor agreements, donor compliance, budget planning, and realignment, audit and consultancies.

Qualifications
Master’s degree in business administration, social sciences, development studies, or other related disciplines.

At least 7 year’s experience in a leadership role within a large or international organization working on strategic planning, quality improvement, project planning and implementation, program management, monitoring and evaluation, human resources, and financial management
