Context
Aridland Development Programme is a Christian based Community Development Organisation which started in 2004 and acquired the status of an NGO in April 2008. ADP is registered to cover the whole of Uganda but due to current level of funding, it has for now concentrated its interventions in Karamoja sub region in its community Development Programmes.

ADP is taking up this position as a global, national and local banner carrier for integrated development.
We are demonstrating that ADP can and must play a lead role in development by impacting youth, women, persons with disability and vulnerable persons and children in communities through empowerment with effective livelihood intervention and advocacy, Youth skilling, economic empowerment, value chain agriculture and resilience.

ADP has been supporting the above categories of people for the last 10 years. We have been focusing on three key areas: Direct poverty reduction, Policy influencing, Civil Society strengthening and access to land and its utilization. All of our programmes are designed, implemented and monitored and evaluated by community, local government, beneficiaries, donors and other stakeholders.

ADP is currently working in 4 Districts in Karamoja sub region through three field offices in Abim, Kotido and Kaabong Districts. Through community-based programming we are building an evidence base on what works in an integrated development context, and are using this to drive our advocacy and collaboration at local and national levels. ADP also supports increased coordination across the livelihoods sector.

ADP is at a crossroads, to transition into an exciting time of growth and increased national and international profile for Aridland Development Programme. The organization wants to move strategically towards a facilitatory role by brokering between a variety of key stakeholders ensuring an increased impact in communities. We are seeking a dynamic and talented individual that is able to lead the organization towards a crucial mix of building on the successful community engagement with an entrepreneurial and facilitatory approach to integrated development over the coming years. And working in the process closely with the Board of Directors and the Board of Trustees as well as the capable staff and key strategic relationships that the organization has with stakeholders and donors. She/he will have proven senior management experience, a strong commitment to community led development, and the passion and dedication required to ensure we deliver on our ambitious five year strategic plan.

Main Responsibilities
The Executive Director is responsible for:
• Leading organizational strategy and direction
• Leading impactful resource mobilization and partnership development efforts
• Developing and guiding the Management and Project Team
• Oversight of the management of all finances, operations, human resources, and programmes across the organization
• Ensuring effective support to the organizational Boards and Sub Committees

Strategy and direction 25%
Provide strategic leadership to the organization, with specific responsibilities to:
• Ensure a common understanding of ADP's vision, mission and values by Board members, staff, volunteers and other key stakeholders
• Lead the annual implementation and review of the ten year strategic plan
• Ensure effective risk management across the organization
• Contribute to the design and review of the Strategic Development Plan through participatory decision-making processes

Resource mobilization and partnerships development 25%
Lead on resource mobilization and partnership development, with specific responsibilities to:
• Secure the resources required to deliver on the strategic plan and ensure the sustainability of the organization over the long-term by broadening and diversifying the current donor base, both locally as via international donors.
• Develop the strategic relationship between ADP and the Government of Uganda, including partnerships with relevant Ministries and local government structures
• Build on existing partnerships as well as engage in new and strategic partnerships with relevant organizations, institutions and networks to further the strategic objectives of the organization
• Include and involve relevant networks and stakeholders in implementation in which Aridland Development Program takes a facilitating role.
• Serve as a role model and public spokesperson for the organization

Leadership Team development and guidance 20%
Develop and guide the Leadership Team, with specific responsibilities to:
• Oversee the smooth running of the Core and Extended Leadership Team, including fostering collective ownership of key organizational processes and organizational culture required to shift towards a facilitator style organization.
• Line manage and support the professional development of the Senior Management to enhance high performance against performance objectives
• Lead on all senior management appointments, ensuring that organizational staffing is appropriate for the delivery of the strategic plan

Oversight of finances, operations, human resources, and programmes 20%
Oversee all finances, operations, human resources and programmes, with specific responsibilities to:
• Ensure that financial, operational, human resource, and programmatic minimum standards across the organization are met
• Ensure that organizational resources are utilized in a transparent and accountable manner that delivers value for money
• Ensure adherence to national legislation and policy, and foster an open and learning oriented working culture
• Ensure that programmes are of high impact and aligned with the global SDGs,, national Development Plan and District local Development plan

Boards support 10%
Work closely with the Board of Directors and BOT, with specific responsibilities to:
• Support the review and scrutiny of ADP’s governance structure to ensure its continued relevance and efficacy
• Ensure that board members are appropriately supported and provided with relevant information in a timely manner to fulfil their governance role
• Report quarterly to board members on organizational performance and progress towards strategic objectives

Knowledge, skills and experience
Essential
• Degree in relevant subject and Masters or relevant work experience
• At least five years senior management experience in fundraising/resource mobilization, programmes, finance, operations and/or human resources ideally in the development sector and/or private sector?
• Demonstrated success in fundraising and partnerships development
• Experience in distance management and working with multiple offices
• Experience in leading a team during a transition period and guiding an organization through strategic processes into a better version of itself.
• Knowledge of relevant national and international policy in the areas of integrated development, youth and women empowerment, livelihoods, sexual and reproductive health, and civic engagement.
• Willingness to travel nationally and occasionally in the region/internationally
• Fluent written and spoken English
• Strong leadership skills, including ability to define a collective vision for the organization, ensure collaboration with key stakeholders and engage team members so they grow and evolve into a new organizational strategy and culture.
• Excellent interpersonal, written and verbal communication skills Preferred
• Experience in private sector engagement and fund resource mobilization
• Experience in policy engagement and working with government stakeholders
• Experience of managing growth and rapid organizational change
