CNOOC invites Expression of Interest (EOI) from professional competent companies to provide consultancy services for alfresco platform upgrade, Maintenance & support & new modules implementation.

Introduction/Background:

Alfresco is an enterprise content Management platform that CNOOC Uganda Limited has been using since 2013. It hosts more than 40 business processes that are essential for company's day-to-day operations.

A number of security concerns, compatibility and performance issues have been realized in current version in the last few years. Therefore there is need for upgrade of the current version to the latest, stable and supported version.

Project Objective

1. Upgrade Alfresco from version 3.4.e to version 7.3 for better security and compatibility.

2. Implement over 11 new business processes and forms for HR department among others;

3. Procure the maintenance service for keeping Alfresco running in a stable and secure way after above implementation

Minimum Requirements:

1. Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector;
2. Experience of QHSE policy, procedure and process in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the international industry standards; Performance and /or provision of similar services, products and/ or equipment in Uganda, East Africa or international; Suitably qualified and experienced personnel;
3. Operational capacity to provide the scope of services, products and/or equipment in a given package;
4. Bidder must be able to provide Chinese and English technical support service.
5. Has executed similar software development and/or maintenance projects in recent three years. The bidder shall share a list of similar projects or contracts preferably with customer recommendations.
6. Financial capacity to undertake the eventual contract;
7. Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda;
8. Possession of relevant certification/licensing from national and international bodies;
9. EOIs from suitable partnerships and consortiums/ventures for the provision of the required services and/or equipment are encouraged. Preference shall be given to suitably qualified in-country registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations.
10. Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance.
11. Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of a tender, or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and void.

Fully completed PQ documents shall be submitted on or before 1600hrs/4pm (EAT/GMT+3) of March 24, 2023 (Closing Date & Time).

Request for Proposals will be issued to those who have successfully passed the Pre-qualification stage.

LATE SUBMISSIONS SHALL BE REJECTED
