EXPRESSION OF INTEREST (EOI) FOR PRODUCED WATER TREATMENT OPERATIONAL SUPPORT.

TotalEnergies EP Uganda (COMPANY) in its capacity as Operator of Contract Area (CA) 1 and License Area (LA) 2, in conjunction with its Joint Venture
Partner(s), invite experienced and reputable contractors to express their interest in providing Tilenga site operational and maintenance support to the Produced Water Treatment Package. As an option, support services shall be. required for the treatment of sludge and accidentally contaminated open drains for future oil production in respect of the Tilenga Project, Lake Albert Basin, Republic of Uganda.
General Field Development Description:
The Tienga oil and associated gas development is located in the Northern area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northern part of LA-2 block (Tilenga Project)
The major development surface facilities include the following: Wellpads (31) and the upstream gathering network
The Industrial Ares containing temporary facilities and the Central Processing Facility (CPF)
The associated supporting infrastructure (camps, roads, aerodromes etc.)
Scope of Work
Provide onsite operational support to the Produced Water Treatment (PWT) Package (2 trains) which is used to ensure the produced water (contaminated by of) is treated to the required specification (OIW, TSS, etc) for the injection back into the production reservoir. PWT package is designed to treat 2817 m3/h produced water flowrate per train. Please note that discharge of Produced water to the environment is not allowed.
The scope for PWT package support includes:
Expertise on operational and maintenance support for equipment such as Degasser/Skimmer Vessel induced Gas Flotation Vessel, Media Filters, associated Chemical injection skid and all related to the PWT pumps, mixers, blowers, etc.
Recommendation on the package sampling points and parameters follow up
Recommendation on the PWT unit operation based on the results of fluids sampling.
- PWT operation troubleshooting assistance
Recommendation on the optimization of chemical(s) injected to PWT Recommendation for the optimization of oil skimming rates, induced As gas flowrates, filters backpressure control and other associated parameters an option, support shall include the following scopes:
• Sludge treatment package
• Additional operational support services may be required for equipment such as Decanter Centrifuge and Coagulation and Thickener Tanks including associated Chemical Injection. The required support will include as per above but with strict monitoring to ensure the discharge is within the Environmental specifications. Sludge package is designed to treat 900 m3/hr inflow
Additional operational support services may be required for equipment Accidentally Contaminated Open Drains (002 System) such as CPI Separator and floating oil boo
Experience will be required to understand cases requiring manual routing to sludge to avoid exceeding environmental discharge limits (as CPI is not adequate for COD and BOD treatment)
Recommendation for sampling at discharge to ensure environmental discharges are met
Minimum requirements:
• Experience in Industrial Water Treatment is compulsory and experience in Oil & Gas industry is preferred
• Mandatory Current registration to or application to be registered to the National Supplier Database as required by the 2016 Upstream Petroleum Regulations of Uganda
• Commitment to statutory National Content requirements for oil and gas operations as required by 2016 Upstream Petroleum Regulations of Uganda
• Health, Safety, Security, Social, Environment and Quality (H3SEQ) Management system, and related procedures in compliance with local and international standards
• Valid applicable Nacional or International licenses or permits including Trading Licenses
• Technical capabilities to perform the service or provide the supply. Qualified and Certified personnel to perform the service
• Certified equipment and tools to perform the service. Quality Control and Assurance capabilities.
• Financial capability
• Existence of all applicable and valid 150 Certifications Tax Compliant
• Compliance to local and international lows
