DESCRIPTION OF THE REQUIREMENT:
The World Food Programme Uganda Country office is inviting competent and financially stable business entities to provide secondary inland road transport services for moving food and non- food cargo from World Food Programme Extended Delivery Points (EDPs) warehouses to Food Distribution Points (FDPs) within the districts of Adjumani, Arua, Gulu, Kikube, Isingiro, Kaabong, Kamwenge, Kiryandongo, Koboko, Kotido, Kyegegwa, Lamwo, Mbarara, Moroto and Moyo - (Secondary inland transport). The estimated annual cargo volume is 200,000 metric tons.
Please note that the non-food cargo comprises of containerized cargo i.e. TEUS and FEUS (Twenty-Foot Equivalent Units and Forty-Foot Equivalent Units) loaded with general cargo, rations, communication equipment, motor vehicles, spare parts, engineering plants, engineering materials such as waste water plants, generators, equipment, machinery, prefab buildings etc. It also includes loose cargo such as supply items, equipment, machinery, motor vehicles, engineering plants and other forms of rolling stock. The packaging shall usually be wooden/carton boxes and euro pallets.

WFP also reserves the right not to invite a firm that submitted an EOI, thus responding to this EOI does not automatically guarantee that the business firm/ organisation will be considered for receipt of the solicitation if- and-when-issued.
Interested transport companies MUST possess a minimum available capacity of 100 metric tons (MT) comprised of own trucks as evidenced from motor vehicle logbooks duly registered with Uganda number plates. Each truck capacity for secondary transportation should range from 25 metric tons and below.
Companies selected for award of transport contracts shall arrange and maintain at their own cost a comprehensive policy of insurance with an insurer of good repute to cover the liability of contractors in respect of any loss damage act or default for which they may become liable to indemnify WFP under the terms of this document. The successful companies must increase such cover as and when required.
REQUIRED DOCUMENTATION TO SUBMIT WITH THE EOI
Business firms and organisations interested in participating in the planned solicitation process should forward their EOI to UNWFP by electronic mail (E-mail) as indicated below. To be deemed eligible for the pre-qualification process, firms are required to submit all the below listed documents within the EOI to the WFP Kampala office by e-mail:
1. A letter of Interest.
2. An original letter of support from the interested company's principal financial banker outlining the company's financial status and credibility. If such a letter is issued in the name of an individual (guarantor) related to the company, clearly state the guarantor's exact position in the company and/or other links with the company.
3. Completed WFP Transport and Logistics
Services Questionnaire with copies of logbooks confirming ownership of trucks. Interested company should request for the WFP Transport and Logistics Services Questionnaire via email on kampala.logisticscontracting@wfp.org
4. Business firm's/Organisation Audited Financial Statements for at least two of the past three years (2019, 2020 and 2021) or expressed intention to provide such statements within one month (including bank statements).
5. Company's Certificate of Incorporation or registration in Uganda.
6. Company's tax registration certificate (including VAT).
7. Evidence of registration in Electronic Fiscal Receipting and Invoicing System (EFRIS)
Income tax clearance certificates for at least two of the past three years (2019, 2020 and 2021).
9. Company's current trading license
10. Copies of Organisation/ Business firm's policies on Anti- fraud & anti-corruption practices, Prevention of sexual exploitation & abuse, and Gender parity in the staff structure.
11. Letter of reference from three existing clients. WFP requires copies of reference letters from companies/organizations your company has provided and/or is providing similar services.
