Overview
1. Introduction: As the country nears its elimination goal, there is need to systematically document the processes. The program plans to support the LF Dossier review meeting and this requires an expert (Consultant) to conduct the process.
Responsibilities
Scope of work:
The primary responsibility of the Consultant will be to prepare Draft 4 of the dossier and submit it to the NTD secretariat. The consultant will work with the partners and MOH teams. The terms of reference will be as follows:
• Provide an orientation to MOH and other participants on the WHO dossier and its components and facilitate sessions during the Dossier Review meeting.
• Capture and document key information from the LF review meeting that will feed into the dossier
• Collect and collate any missing historical information related to LF control and elimination efforts, including published articles, survey reports, mapping results, MDA coverage reports, morbidity data, etc.
• Ensure that ALL required data for the LF dossier is available.
• Interview all relevant partners and key stakeholders to access the comprehensive “institutional memory” related to LF efforts.
• Using the standard WHO template for the LF dossier update all sections of the dossier.
• Identify next steps required and information gaps that must be collected to complete the full dossier.
• Prepare a workshop meeting report detailing recommendations and next steps for MOH to complete final dossier.
• Provide draft copies for the dossier for review to MOH Program Manager, RTI | Act East DCOP and CD Sight Savers.
• Provide weekly progress reports – bulleted summary
• Present the draft report to the MOH TWG for validation
• Review all sections of the dossier and submit the final report 15 days after completion of the assignment.

1. Consultancy Fees and renumerations:
• The consultant will be required to submit; technical proposal, Cost proposal, Bio data form and academic qualifications to USAID’s Act to End NTDs East offices.
• Clear terms of payment MUST be indicated
VI: Reporting:
• The Consultant will work closely with MOH PM LF, Sr. MERLA Specialist Act | East, DCOP Act | East, PO Sight Savers and CD Sight Savers.
• Weekly summary reports will be submitted to DCOP Act | East, COP Act | East and CD Sight Savers for review.
• Final report will be submitted to and approved by MOH PM LF, COP Act | East and CD Sight Savers before it is circulated.
The consultancy is expected to start on 17th July and expected to end on August 17th, 2023. The consultant is expected to complete all the activities and submit deliverables within the time frame. The level of effort available for this consultancy is 15 days (spread across the consultancy period). This should include time for the meetings, consultants with MOH and other partners, update of the data template and the dossier, report writing, and for revisions based on review and feedback from the country and HQ teams. The consultant will be compensated at an agreed daily rate. Act|East will cover the expenses for local travel within a specified budget.
Qualifications
Minimum Requirements:
• A degree in a relevant field
• Master’s degree, training in Entomology or relevant training is an added advantage.
• Demonstrated capacity in collaborating with MOH and other key LF partners
• Experience in facilitating large workshops to get key information.
• S/he must be at or should have reached the level of senior management in a health institution, with at least 15 years of experience.
• The individual should have been involved in LF epidemiological surveys in Uganda with evidence of reports and or papers authored or co-authored by her/him.
• The Consultant should also have proven writing and editing skills.
• S/he will work closely with the Program Manager, LF Elimination Program (MoH) , the Act | East DCOP and the CD Sight Savers.
