JOB DETAILS:
Uganda has a high burden of Neglected Tropical Diseases (NTDs) that affect mainly the rural poor resulting in reduced socio-economic productivity and hence undermines the development of these populations. Five of these are managed through Preventive Chemotherapy. These include Lymphatic Filariasis (Elephantiasis), Schistosomiasis (Bilharzia), Soil transmitted helminths (Intestinal Worms), Onchocerciasis (River blindness), and Trachoma.
The country has made tremendous advances in implementing an integrated control of NTDs. Mass drug administration (MDA) in school-age-going children and communities is one of the major strategies being implemented. The health workers, teachers and VHTs are all involved in implementation of this strategy.
The major reference material for implementation of MDA are;
1. The Ministry of Health Trainer’s manual on integrated control of NTDs (Last reviewed in 2017)
2. The Ministry of Health Field guide for supervisors and teachers in Uganda (Last reviewed in 2015)
• The Ministry of health guide for VHTs in Uganda.
These manuals are not streamlined to the contemporary practices of gender equity and social inclusion.
A critical review of the guidelines is required to:
• Integrate the newly approved evidence-based treatment interventions,
• Incorporate GESI into the manual
• Integrate the NTD data collection tools,
• Integrate the guidelines for management of Severe adverse effects of NTD medicines,
• Integrate the benefits and harm of treatment interventions, and
• Develop a new standard of care for persons using the treatment interventions.
The Act to End NTDs East program continues to provide critical support to the Ministry of Health (MOH) in their journey to strengthen self-reliance, helping them to create sustainable NTD programming within robust and resilient health systems including the review of the existing NTD Trainers Manual (Guidelines) to update and address any issues identified
Objective
The objective of the consultancy services is to comprehensively review the existing MoH- NTDCP training guidelines/ manual and capture adjustments in the treatment guidelines and standard of care for persons utilizing the specific interventions while considering the Gender Equity and Social Inclusion aspects.

RTI/Act to End NTDs|East would like to hire the services of a consultant to guide the process of development of a revised MoH-NTDCP trainers manual on Integrated Control of Neglected Tropical Diseases that is streamlined to Gender Equity and social inclusion to improve uptake of medicines. The consultant will be tasked with the following
1. Review of the existing MoH-NTDCP trainers manual on Integrated Control of NTDs and identify the gaps which could be covered
2. Develop or redesign MoH-NTDCP trainers manual on Integrated Control of NTDs and streamline it to Gender Equity and Social Inclusion aspects
3. Present the developed or redesigned MoH-NTDCP trainers manual on Integrated Control of NTDs to MOH NTDCP for peer review/discussion
4. Development of final MoH-NTDCP trainers manual on Integrated Control of NTDs
5. Submission of final MoH-NTDCP trainers manual on Integrated Control of NTDs for further approvals.

Management of the consultancy
The consultant will work closely with the Disease -specific Program managers of MoH who will provide technical support (day – to - day coordination) supported by the Health Systems Strengthening Advisor at RTI/Act | East. The RTI/Act East CoP will provide overall technical and administrative oversight of the consultancy to ensure alignment to the expected outputs and eventual outcomes. The consultancy period will be 20 days. He/She is expected to start on the 14th July 2023 and end on 2nd August 2023.
1. Consultancy Fees and renumerations:
• The consultant will be required to submit; technical proposal, Cost proposal, Bio data form and academic qualifications to USAID’s Act to End NTDs East offices.
Clear terms of payment MUST be indicated
Qualifications
1. Qualifications of the Consultant (s)
• Should have experience preparing/developing training manuals
• Should have experience preparing/developing training manuals
• Demonstrated capacity in collaborating with MOH and other key NTD partners
• Should have proven writing and editing skills.
• Experience in facilitating large workshops and holding individual interviews to get key information.
