Overview
1. Introduction:
Trachoma Consultant (In-country expert): As the country nears its elimination goal, there is need to systematically document . Act | East Program and Sight Savers plan to support the Trachoma Dossier preparation and review meeting and this requires an expert (Consultant) to conduct the process. The primary responsibility of the Consultant will be to update and complete Draft 6 of the dossier and have it ready for submission to the NTD secretariat. S/he will also capture data and information during the meeting. The proposed consultant should have vast experience working in trachoma focused programs. Experience from other countries and coordination of trachoma meetings is an added advantage. S/he should have experience working with and coordinating partners and MOH both at national and district levels. S/he should have good working relations with officials in the MOH of health and trachoma partners.
Responsibilities
Scope of work:
After being briefed by Act | East, Sight Savers and the Trachoma Program Manager, the consultant will work with the teams that will be at the Trachoma Review meeting and the Trachoma Dossier meeting. The terms of reference will be as follows:
• To work with the MOH trachoma program manager and RTI Act | East DCOP on the Terms of Reference.
• To spend 5 days gathering data and collaborating with MOH and key partners and the last 10 days drafting the dossier.
• Capture and document key information from the trachoma review meeting that will feed into the dossier.
• Collect and collate any missing historical MDA and survey data for input into the dossier.
• Ensure that ALL required data for the trachoma dossier is available.
• Provide detailed information on feedback and suggested changes to draft 5 of the trachoma dossier.
• Facilitate sessions during the Dossier Review meeting.
• Using the standard WHO template for the trachoma dossier, update all sections of the dossier.
• Provide draft copies for the dossier for review to MOH Program Manager and RTI | Act East DCOP.
• Provide weekly progress reports – bulleted summary
• Review all sections of the dossier and submit the final report 15 days after completion of the assignment.

1. Consultancy Fees and renumerations:
o The consultant will be required to submit; technical proposal, Cost proposal, Bio data form and academic qualifications to USAID’s Act to End NTDs East offices.
o Clear terms of payment MUST be indicated
VI: Reporting:
o The Consultant will work closely with MOH PM Trachoma, Sr. MERLA Specialist Act | East, DCOP Act | East, COP Act | East, PO Sight Savers and CD Sight Savers.
o Weekly summary reports will be submitted to DCOP Act | East and PO Sight Savers for review.
o Final report will be submitted to and approved by MOH PM Trachoma, COP Act | East and CD Sight Savers before it is circulated.
The consultancy will end on September 4, 2023. The consultant is expected to complete all the activities and submit deliverables within the time frame. The level of effort available for this consultancy is 15 days (spread across the consultancy period). This should include time for the meetings, consultants with MOH and other partners, update of the data template and the dossier, report writing, and for revisions based on review and feedback from the country and HQ teams. The consultant will be compensated at an agreed daily rate. Act|East will cover the expenses for local travel within a specified budget.
Qualifications
Minimum Requirements:
• First degree in Medicine (MBCHB)
• Master’s in Public Health is an added advantage.
• Demonstrated capacity in collaborating with MOH and other key trachoma partners
• Experience in facilitating large workshops to get key information.
• S/he must be at or should have reached the level of senior management in a health institution, with at least 15 years of experience.
• The individual should have been involved in trachoma epidemiological surveys in Uganda with evidence of reports and or papers authored or co-authored by her/him.
• The Consultant should also have proven writing and editing skills.
• S/he will work closely with the Program Manager, Trachoma Elimination Program (MoH), Act | East DCOP and PO Sight Savers.
