JOB DETAILS:
Overview:
The Technical Advisor will oversee the implementation of the Self Injection Contraception (DMPA-SC SI) project, aimed at expanding its integration within USAID's Uganda Health Activity (UHA). This three-year project involves collaboration with the USAID UHA project and various stakeholders to scale up DMPA-SC self-injection across 30 districts in Uganda.

Key Direct Responsibilities:
Project Implementation Oversight:
• Coordinate and oversee all aspects of the Delivering Innovations in Self Care (DISC) project, ensuring alignment with project goals and timelines.
• Develop detailed implementation plans in collaboration with the UHA Technical Director, and other project partners, including USAID UHA Regional Directors, Family Planning Technical Advisors, and the PSI DISC Leadership Team.

Stakeholder Management:
• Establish and maintain strong relationships with USAID-UHA, district health teams, and other key stakeholders to ensure project success and sustainability.
• Liaise with community health workers, health facility staff, and district health teams to facilitate effective project implementation at the grassroots level.

Team Leadership and Management:
• Lead and manage a multidisciplinary project team, including directly supervising seven Regional Family Planning Specialists.
• Liaise regularly with UHA Family Planning teams to plan and coordinate activities implemented by the Regional FP specialists, M&E Officer, and administrative staff.
• Directly supervise and advise the M&E Officer for DISC to ensure effective tracking and delivery of the project’s monitoring framework and key performance indicators.
• Maintain cordial and productive liaison relationships with FHI 360’s enterprise and administration team who will support logistics, finance, and human resource functions of the project.
• Provide guidance, support, and mentorship to team members to ensure effective performance and professional development.

Technical Leadership, Capacity Building, and Training:
• Oversee and ensure effective delivery of key activities such as regional cluster training for healthcare workers (HCWs) on the Moment of Truth (MoT) approach and DMPA-SC self-injection.
• Oversee mentorship programs for Village Health Teams (VHTs) to enhance their skills in MoT empathy-based counseling and DMPA-SC service delivery.
• Coordinate the assessment and analysis of clinical service delivery issues that promote as well as impede access to DMPA-SC self-injection by working with partners to develop and test appropriate strategies for the sustainability of services.
• Lead the development of strategies for community engagement and awareness-raising activities, including the dissemination of information through community health workers, peer mentors, and radio broadcasts.
• Ensure the development and distribution of informational materials, job aids, and communication resources to support community education on DMPA-SC self-injection.

Monitoring, Evaluation, and Learning (MEL):
• Establish robust monitoring and evaluation mechanisms to track project progress, identify challenges, and measure impact.
• Conduct regular reviews and assessments to document learnings, best practices, and areas for improvement, using a collaborative, learning, and adapting approach.

Logistics and Supply Chain Management:
• Collaborate with district health teams and supply chain officers to ensure the timely procurement, distribution, and availability of Family Planning Commodities including DMPA-SC.
• Address stockouts and logistical challenges by coordinating interfacility redistribution, emergency orders, and supply chain troubleshooting.

Documentation and Reporting:
• Oversee the documentation of project activities, outcomes, and achievements in alignment with USAID and FHI 360 reporting requirements.
• Prepare regular progress reports, presentations, and briefings for internal and external stakeholders, highlighting project milestones and impact.

Transition and Sustainability Planning:
• Work closely with district MoT coaches and FP focal points to facilitate the transition of project activities and responsibilities to local stakeholders.
• Develop sustainability plans and strategies to ensure the continuation of DMPA-SC self-injection services beyond the project duration.

Qualifications:
• A relevant university degree with a medical/clinical background
• A master’s degree in public health, international development, or a postgraduate qualification in project planning and management is an added advantage.
• Minimum of 7 years of experience managing health programs, technical advisory, or specialization preferably in family planning or reproductive health. At least 5 years of experience should be in leading project implementation teams at the field level and delivery of quality SRH/FP services at facility and community levels.
• Must have a robust understanding of RH/FP capacity-building initiatives at national and global levels.
• Demonstrated experience in project management, stakeholder engagement, team leadership, and matrix management.
• Strong understanding of the Ugandan healthcare system, health system strengthening approaches community health structures, and FP service delivery.
• Excellent communication, interpersonal, and negotiation skills.
• Proficiency in monitoring and evaluation, data analysis, and reporting.
• Ability to work effectively in a multicultural and multidisciplinary environment.
• Commitment to gender equality, social inclusion, and reproductive rights.
• A sense of urgency to drive change within an organization, combined with patience to understand that not all demands are equal.
• Passion for the role of health provision and advocacy that translates into an unflinching commitment to an exceptional work product.
