JOB DETAILS:

Contract Type: Fixed Term
Reports to: Executive Director

Job Purpose:
The Finance Officer, reporting to the Executive Director, plays a pivotal role in the effective management of financial resources of the organisation. The Officer oversees financial budgets, ensures compliance with regulations, and prepares accurate financial reports. Collaboration with the CRESSUK finance team to align with organizational financial policies and guidelines is essential for CRESSUK funded projects.

Roles and Responsibilities:
1. Financial Management:
• Oversee financial resources and budgets, including monitoring expenses, revenue, and cash flow.
• Ensure accurate and timely processing of staff salaries and benefits.

2. Compliance and Reporting:
• Ensure compliance with financial regulations, organizational policies, and donor requirements.
• Prepare financial reports and forecasts for internal and external stakeholders.

3. Donor Financial Compliance:
• Maintain familiarity with donor financial regulations, ensuring adherence to specific funding guidelines.
• Collaborate with project officers to develop project budgets.

4. Financial Audits:
• Coordinate and support external financial audits, ensuring availability of necessary documentation.

5. Policy Development:
• Contribute to the development and review of financial and HR policies and procedures.
• Align policies with best practices and organizational standards.

6. Financial Analysis:
• Conduct financial analyses to support decision-making and resource allocation.

7. Accounting and Banking:
• Enforce adherence to the Finance Manual, ensuring timely submission of receipts and financial documentation.
• Manage petty cash, cash flow, and advise on potential cash flow problems.
• Oversee all payments, ensuring compliance with approval processes.

8. Procurement Management:
• Manage the procurement procedure, assist with due diligence, and secure bids and signed contracts.

9. Reports:
• Submit timely records of payments and documentation to the CRESS Africa ED.
• Seek approval before sending financial reports externally.

10. Audit and Stocks:
• Assist in the annual audit, presenting information requested by auditors.
• Manage inventory, stock, and asset records, ensuring compliance with the asset policy.

11. Planning, Budgets, and Governance:
• Create reliable costings for future CRESS AFRICA projects, including administrative and overhead costs.
• Work closely with the Programme Manager/project officers to create and draft budgets.
• Anticipate challenges and advise CRESS Africa management promptly.

12. Human Relations:
• Report to ED and functionally to the CRESS UK Finance team.
• Adhere to all CRESS AFRICA’s governing policies.
• Work as part of the team and help create a culture of respect, hard work, and fun.
• Address HR problems promptly.
• Conduct other activities as requested by the CRESS AFRICA ED or other CRESS AFRICA officials.

Qualifications and Competencies:
• Bachelor's degree in Business Administration, Finance, Accounting, or a related field.
• Professional qualification (e.g., CPA, ACCA) is essential.
• Minimum 3 years of experience in financial management.
• Familiarity with donor financial regulations and compliance.
• Strong analytical and problem-solving skills.
• Strong skills in use of Xero Accounting software
