The Global Health Division (GHD), within the International Development Group (IDG), works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Health Preparedness; Heath Systems Strengthening - including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care - including Reproductive, Maternal, and Child Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs.
Project Description
The GHD is pursuing an anticipated USAID-funded opportunity called the Uganda Strengthening Local Health Systems (SLHS) Activity. This activity will be a comprehensive initiative to strengthen key elements of Ugandan health systems focusing on health care financing, human resources for health, health information systems, and community health systems. With a focus on sustainability and long-term impact, this program will work closely with Ugandan health authorities to enhance healthcare delivery, resources, and capacity.
This position will be based in Kampala, Uganda with the need to travel to other regions throughout the program implementation period.
Responsibilities
Position Description
The GHD is seeking a Finance and Operations Director for the anticipated USAID Uganda Local Health Systems (LHS) Activity. The F&O Director will provide oversight for all financial and administrative aspects of the ULHS Activity. The F&O Director will be responsible for ensuring strong financial management, fraud mitigation, maximizing cost efficiencies, budgeting and forecasting, application of procurement best practices, and providing administrative and logistical support to ULHS. The F&O Director will be a part of the ULHS senior management team and work closely with the senior leadership team to ensure timely, efficient, and well-coordinated support to the project at the national level. This position will lead budget development and monitoring, award monitoring and compliance, procurement, and logistics for RTI in the field. This position will report directly to the Chief of Party (COP) and will be based in Kampala, Uganda.
Position is contingent upon award and funding.
Your primary responsibilities will include but not be limited to:
• Oversee the finance and administration functions and ensure compliance with USAID and RTI policies, procedures, guidance, and regulations.
• Oversee finance, operations, human resource management, logistics, procurement, administration, and information technology (IT) support to the project.
• Work closely with the COP, technical staff, pertinent regional and home office staff, and appropriate USAID staff to ensure project resources are effectively/efficiently budgeted, analyzed, disbursed, monitored, and reported in achieving project objectives and results.
• Provide training and guidance on managing project expenses for annual work plan/contract budgets.
• Oversee monthly financial statements (including expenses, receivables, and payables), expense reports, bank reconciliations, and wire transfer requests to corporate headquarters in the United States.
• Prepare monthly, quarterly, and annual expenditures, as well as pipeline estimates for the project.
• Work with the project staff to document and book cost share requirements each month, if applicable.
• Review monthly financial reports and supporting documentation.
• Supervise project finance and administrative staff.
Qualifications:
• Bachelor's Degree and 12 years of experience, master’s degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
• Progressively responsible experience and expertise in the implementation of large and complex projects relating to local health system strengthening, global health, and/or related field is preferred.
• Knowledgeable and experienced with international development contracting policies and procedures, specifically USAID.
• Proven ability to work under pressure, and with multiple concurrent demands.
• Strong skills in project and administrative and staff management.
• Excellent communication and interpersonal skills.
• Ability to work throughout Uganda.
• Fluency in English required.
