JOB DETAILS:
The USAID-funded Feed the Future (FTF) Uganda Youth Leadership for Agriculture Activity (hereinafter referred to as the “Activity”) aims to increase economic opportunities for Ugandan female and male youth ages 10-35 in agriculture-related fields in order to increase their incomes and build entrepreneurship, leadership, and workforce readiness. The capacity of selected workforce institutions and value chain actors will be strengthened to ensure sustainability of youth outcomes.
Job Description
The Finance and Administration Manager will oversee and manage the administrative, financial, and procurement processes of the Activity ensuring compliance with US Government regulations. S/he will assist the Director of Operations and Compliance (DOC) with the day-to-day operational management of the Activity. Specific tasks of the Finance and Administration Manager include oversight of financial, procurement, administrative, and personnel management in the Field Office (FO). S/he will work closely with the Accountant and office managers in each office to ensure that all field office expenses are incurred and properly justified according to corporate field accounting policies and US government procurement regulations..

Principal Duties and Responsibilities
• Work closely with the Director of Operations and Compliance (DOC), Chief of Party (COP) and Project Management Unit (PMU), in the overall financial management of the contract, developing and maintaining the necessary tools in order to keep senior project personnel apprised of the financial status of the Activity.
• Track the monthly grants and SAF expenditures against projections. Follow up with respective teams on their projected expenditures and continuously advise the DOC, COP and PMU on spending levels.
• Utilize D365 to manage field accounting systems for the Kampala office and four regional offices and monitor internal day-to-day finance operations.
• Assist the DOC to manage key administrative systems such as annual work planning, financial management, record keeping, property and technical procurement, personnel management, and inventory control.
• Monitor the performance of the local finance and administrative office staff in all aspects of financial management, including cash management, monthly financial reporting, and monthly financial record keeping.
• Review all expenditures and ensure that salary, procurement, subcontract, and grant transactions booked through each office are accurate and adhere to corporate field accounting policies and US government procurement regulations.
• Periodically perform internal reviews of the Activity’s receipts and finance records and routinely test the strength of each field office’s accounting systems.
• Coordinate with the DOC to regularly review systems, procedures, and filing protocols.
• Manage monthly payroll for long and short-term staff, ensuring timely submission of timesheets and accurate bank transfers to staff.
• Ensure accurate deductions of Pay As You Earn (PAYE), National Social Security Fund (NSSF) and withholding tax from payments and timely submission to the appropriate entity.
• Manage Activity bank accounts, monitor bank balances, and ensure seamless cash flow to finance technical and administrative operations.
• Ensure Chemonics’ compliance with US Government rules and regulations as well as local labor laws and practices.
• Supervise the development and maintenance of a filing system in electronic and hard copy format for technical, financial, and administrative documents.
• Responsible for preparation of financial deliverables such as annual and quarterly VAT reports.
• Supervise and monitor the performance of the Office/HR Manager and Procurement Manager.
• Oversee all procurement activities and ensure adherence to federal acquisition regulations and other regulatory compliance processes are in place.
• Perform any other task assigned by the DOC and COP that is consistent with the overall nature of the Activity.
  Qualifications and Experience
• S/he must have a minimum of a bachelor’s degree in Accounting, Auditing and Finance, Business Administration options or equivalent.
• An ACA/ACCA/CPA or other recognized professional accounting qualification, Auditing or Financial Business Management are highly desirable.
• S/he must possess at least five (5) years post-qualification experience as an auditor or accountant with a recognized public or private firm or as an accountant with a reputable NGO, development contractor, or donor agency.
• Must have USAID experience
• S/he must have thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental and non-profit) and an ability to understand accounting practices and procedures; to analyze data, narrative reports and workload flow charts, etc.
• S/he must possess at least two (2) years’ experience managing finance staff and being responsible for quality control final products.
• Experience with Dynamics 365 is preferred although experience with a similar ERP will be considered.
• S/he must have excellent communication skills, including interpersonal and in written and oral English.
• S/he must be proficient in Microsoft programs (i.e. Excel, Word, PowerPoint) and can use variously commercially available accounting software programs.
• S/he must have the ability to work in a professional and cordial manner with staff and implementing partners.
• Must be able to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
Location and Duration of Assignment
The location of assignment is Kampala, Uganda with intermittent travel throughout the Activity’s target regions.
