JOB DETAILS:
The Uganda National Renewable Energy and Energy Efficiency Alliance (UNREEEA) is a coalition body of the private sector players in the renewable energy and energy efficiency sub-sectors of Uganda, whose key mandate is to avail a platform for actors to merge synergies and improve the business environment in the sector. Department Finance and Administration Department Reports to CEO Duty Station Kampala. Purpose of Position The Manager will be responsible for providing effective leadership in financial management and administration, overseeing financial, contractual, procurement, audit services and logistics aspects, in accordance with policies and procedures for the UNREEEA. S/he will ensure that financial reports are compatible with standard accounting practices.

Duties and responsibilities
Financial Management and Reporting
• Oversee day-to-day coordination of financial activities ensuring cost efficiency.
• Maintain timely and accurate financial statements and reports (tables) that are appropriate for the secretariat and funding partners in accordance with accounting principles.
• Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements & financial audits.
• Implement the financial procedures manual and ensure compliance to accounting policies and procedures by all staff.
• Review reporting system for effective monitoring of finances of UNREEEA and recommend improvements accordingly.
• Ensure statutory requirements of the organization are met including filling of annual returns and submission of PAYE, NSSSF and other relevant taxes on time.
Budgeting and Forecasting
• Coordinate the process of financial forecasting for the 5-year strategy (including translating the Alliance plans into financial forecasts)
• Prepare annual budgets in consultation with the CEO and update a resource Allocation Framework for effective allocation of financial resources.
• Review various financial budgeting and reporting documents to ensure they are in line with approved budgets submitted to relevant stakeholders /partners.
• Prepare financial forecasts of income, expenditure and summary budget tables
• Monitor budgets& expenditures and contribute to preparation of budget revision.
Internal Controls
• Prepare monthly payroll functions to ensure employees are paid in a timely and recommend to the Chief Executive Officer(CEO), the authorization of Payments.
• Follow up donor commitments to ensure timely disbursement of funding; reconcile bank and other accounts.
• Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures;
• Review cash remittances requests to donors and recommend to the CEO for approval.
• Review and disseminate changes /updates in the UNREEEA Finance Policy Manual in line with approvals from the CEO and the Board.
• Support the establishment of periodic data backup for the Financial Information systems in line with backup guidelines.
• Monitor risk management policies and procedures to ensure that the organisational risks are minimized.
Administration Management
• Take charge for all procurement and payment requests and Assist with planning of logistics for events, meetings and workshops;
• Oversee the maintenance and tracking of the Alliance’s assets.
• Seek advice from the retained lawyer & have agreements drawn by the lawyers.
• Support the development of financial forecasts for funding proposals.
• Attend to donor queries and concerns on financial issues.
• Consolidate and prepare timely accurate financial donor reports in line with donor guidelines and UNREEEA policies and procedures.
• Maintain financial records for each project and provide status updates when required.
• Check budget lines to ensure that all transactions are booked to the correct budget line.
Audit
• Coordinate external audits and respond to audit queries.
• Enforce and follow up the implementation of audit.
• Develop and update audit action plans and submit reports in respect of Management and statutory audits.
• Submit audited financial statements as per the required deadlines offer financial advisory services through Interpreting to users and Implementing Partners the financial policy and procedure manual.
Team Leadership
• Develop work plans and set performance targets for finance & admin staff.
• Carry out scheduled staff development meetings and plan for staff development and training in the Finance and Administration section.
• Perform all other job-related tasks as assigned by the UNREEEA CEO


Required Qualifications and Skills
Education:
• Bachelor’s degree in Commerce, Business Administration (Finance, Accounting Options), Economics, or relevant field.
• Professional Qualifications: Chartered/Certified Accountant fully qualified in (CPA, ACCA) Experience:
• A minimum of 5 years’ experience in a finance and administrative functions in a Non-Government Organization setting and in management of funds from multiples of partners & undertaking financial annual audits.


Required Skills and Competences
• Ability to interpret financial procedures, standards and their application; Knowledge of accounting software preferably QuickBooks;
• Ability to work independently and leverage limited resources and staff for maximum impact.
• Demonstrated experience & capacity to provide colleagues with supportive advice and strengthening through mentoring and modelling.
• Integrity to be able to handle cash and related transactions.
• Attention to detail to scrutinize financial & other information documents before decision making.
• Demonstrated experience in procurement, preparation of financial reports and budget variance analysis.
• Be a team player & Proficiency in use of MS Office and effective communication both oral and written English.
