JOB DETAILS:
The Finance and Administration Manager is responsible for providing financial and management support to the Jhpiego Uganda Office and related programs to ensure the efficient operations of the Kampala office This includes supervising day-to-day financial operations of the office budgeting, and review of internal control systems, review of on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of Jhpiego's financial operations.

Core Duties and Responsibilities:
• Manage financial documents such as payroll. vouchers, invoices, delivery notes, purchase orders and other documents to ensure the completeness, accuracy, and validity of financial data before making payments
• Monitors disbursement of funds from the project bank account(s) to ensure compliance with Jhpiego's financial policies and procedures as outlined in the Jhpiego Finance and Accounting policies manual for country offices, Banking Policy, QuickBooks Manual, Procurement Manual, and any other policies
• Regular review of the cash register and to carry out surprise cash counts
• Review of expense reports and other project expenses on a day-to-day basis to ensure adequate documentation, allowability, allocability and reasonability
• Review of QuickBooks monthly financial reports, conducts bank reconciliations and any other financial reports before submission to the HQ
• Coordinate the preparation of financial reports to donors like USAID, CDC, and others as required
• Assists program managers to develop annual operational budgets for programs, review of budgets for accuracy, reasonability, completeness, and donor compliance
• Develop proposal budgets for business development for review by the CPM in accordance with donor requirements
• Review various financial monitoring tools like the purchase order log, airfare and airport transfers log, motor vehicle log, and other tools on a regular basis
• Monitoring program expenses by ensuring timely preparation of expenditure reports, accruals and projections and burn rates on a monthly basis
• Review existing internal control systems to always ensure financial integrity; identify weaknesses and recommend corrective actions as per the GAAPs and Jhpiego's financial procedures
• Mentor and train the Finance staff in various finance functions like budgeting, payroll, QuickBooks, preparing reports, monitoring expenditure, to build competencies in these areas.
• Provide guidance/feedback to the CPM to ensure the sound functioning of the Jhpiego Uganda office
• Assume other duties as assigned

Minimum qualifications:
• Bachelor's degree in Business Studies, Finance, Accounting, or equivalent experience CPA or ACCA final stage is desired 5 years of financial or cost management experience, in support of international development program operations
• Experience with international, non-profit organizations with multiple donor funding mechanisms
• Experience working on USAID and/or CDC projects preferred Experience with financial analysis, financial reporting, cash flow analysis, budget development, and forecasting In depth knowledge financial software applications, databases, spreadsheets, and/or word processing required. P
• ackages include Microsoft Outlook, Access, Excel, and Word. Basic knowledge of US government cost principles, GAAP accounting rules, and grant/contract management
• Minimum of three (3) years practical experience in QuickBooks accounting package Previous supervisory experience of about 5 staff members Strong problem-solving skills
• Awareness of and sensitivity to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment
• Excellent oral and written communication skills Demonstrated ability to effectively manage several major activities simultaneously
• Excellent writing, verbal and interpersonal communication skills in English.
