Reporting Lines: Executive Director
Job Purpose
The Senior Finance and Accounts Officer, Shall be responsible for sound financial management and give direction to the WJHRDN-U management on the policy issues that relate to finances and accounting procedures. Reporting to the Executive Director and serving as part of the management of the organization. The officer will ensure that fundamental principles of financial management, financial accountability, budget development, internal controls, record keeping, audits, cash flow management, and financial reporting exist and adhere to the organization.
Overarching Responsibilities/Terms Of Reference For The Finance And Administration Manager
Technical Responsibilities
• Develop and implement the financial policies, systems, and procedures;
• Coordinate quarterly and annual budgeting processes of the WHRDN-U;
• Contribute to the financial management of the organization, including financial planning, budget monitoring, procurement, and financial reporting
• Coordinate the preparation of financial statements, summaries, and correspondence;
• Review transactions posted into the accounting system to ensure accuracy, timeliness, reliability, and completeness;
• Prepare and monitor periodical cash flow forecasts;
• Offer ongoing training and mentoring of non-accounts personnel;
• Negotiate the exchange rate for the month and transfer funds to the different donors
• Update the cash flow statement and funding grid;
• Coordinate Budget, Finance, and Administration meetings and take minutes during those meetings;
• Review the work done in the Finance and Administration department;
• Review the cash count certificates on a monthly basis.
• Translate donor budgets into WHRDN-U operational budgets and feed them into the automated accounting system;
• Monitor WHRDN-U financial compliance to the different donors e.g. allocability, allow ability,
• Update grants files both soft and hard copies;
• Check transaction details and authorize reversals;
• Provide guidance during internal and external audits and follow up on initial findings
• Interface with different authorities for issues like VAT, NSSF, LST,
• Prepare Balance Sheet for entire WHRDN-U;
• Prepare a Funds Accountability Statement (FAS) for all donor financial statements; and,
• Check and verify journals before they are posted in the system
Grants
• Maintain donor files and paperwork for all grants. Each grant needs a copy of the award agreement, budgets, reports, and correspondences related to the grant;
• Act as a contact person for finance matters on the grant;
• Prepare donor progress reports on a monthly, quarterly, and annual basis as per Notices of Award;
• Prepare and submit donor invoices;
• Generate donor budgets in liaison with donor agencies;
• Attend financial/grants meetings on behalf of the WHRDN-U;
• Prepare periodic donor accountability reports, for submission
Reporting:
• Notify and report to Management, issues that may be critical to WHRDN-U’s financial performance;
• Update the Board of Directors on the financial status of WHRDN-U at the Board meeting
• Prepare Management reports including budget performance reports with detailed analyses;
• Generate a monthly trial balance; and,
• Exercise confidentiality at all times.
Assets and Financial Responsibility
• Ensure safe custody of all WHRDN-U assets designated to the department;
• The assets should not be misused by any member of the department.
• Any other duties as may be requested by the Executive Director.
Values, competencies, skills, and experience
• A minimum of 3-5 years of experience in a senior-level finance and leadership role; solid understanding of and hands-on experience with full-cycle accounting;
• Extensive experience with non-profit, fund-based budgeting and monitoring, and preparation of funder reports;
• Proven experience as a problem-solver, with good analytical skills, judgment, and ability to think strategically; discretion and ability to handle confidential matters;
• Experience using the following software: i) QuickBooks online; ii) Excel (intermediate skill level); iii) Proficiency with and understanding of databases; iv) online apps or programs for payments, payroll, expenses, Google suite;
• Demonstrated ability to work independently with minimal supervision to meet multiple deadlines, at times under pressure;
• Post-graduate education, preferably in accounting; related courses in financial management, and bookkeeping is an asset;
• A commitment to women’s human rights and social justice;
• Experience working with multiple currencies and foreign exchange is an asset;
• Experience in finance policy development and risk assessment is an asset;
