JOB DETAILS:
Under the direct supervision of the National Director, the Finance and Operations Manager ensures the effective financial and operational management of Habitat for Humanity Uganda. The position is responsible for overseeing fiscal management, including budgeting, expenditure monitoring, financial reporting, auditing, and forecasting. This role supervises financial operations such as project accounts, banking, procurement, and IT functions, ensuring compliance with local laws, organizational policies, and donor requirements. The Finance and Operations Manager also serves as an advisor to management, providing insights on financial strategy, risk mitigation, and operational efficiency while fostering a culture of accountability and safeguarding.
Key Responsibilities
Financial Management and Reporting:
• Develop and implement financial policies and procedures for budgets, cash management, documentation, and reporting.
• Ensure robust financial systems and controls to safeguard organizational resources.
• Lead the annual budget process, providing tools, analysis, and support to budget owners.
• Oversee accounting systems and ensure accurate financial data for internal and external reporting.
• Monitor donor budgets, ensure compliance with reporting requirements, and update grant dashboards.
Auditing and Compliance:
• Coordinate external and internal audits, ensuring timely preparation and resolution of issues raised.
• Work closely with management to address audit recommendations.
• Maintain alignment with Habitat for Humanity International’s (HFHI) audit policies.
Financial Planning and Budgeting:
• Lead the development of annual plans, budgets, and forecasts.
• Ensure budget consistency, highlighting significant variances and cash flow issues.
Payroll and Statutory Compliance:
• Supervise payroll administration and ensure timely remittance of statutory deductions.
• Prepare and file all required payroll-related reports with the appropriate authorities.
Operations and Risk Management:
• Evaluate and improve operations processes and workflows to enhance efficiency.
• Ensure compliance with relevant policies and regulations in operations and procurement.
• Develop risk mitigation strategies and ensure operational safety across programs.
Procurement Management:
• Oversee procurement processes to ensure transparency, cost-efficiency, and accountability.
• Advise management on asset procurement aligned with organizational needs.
Capacity Building and Team Collaboration:
• Conduct training sessions to enhance finance and operations staff skills.
• Promote strong communication within the finance and operations department to align goals.
• Act as a liaison between departments for cross-functional financial and operational initiatives.
IT Infrastructure:
• Ensure IT assets and infrastructure are well-coordinated and aligned with organizational needs.
Success Criteria
• A well-trained and knowledgeable finance and operations team.
• Consistent and timely updates to management on financial and operational matters.
• Operational systems that ensure efficient workflows.
• Successful annual budgets, forecasts, and unqualified external audit reports.
Minimum Qualifications and Skills Required
Education:
• Bachelor’s degree in Accounting or Management.
• Professional certifications (ACCA, CPA, CIMA) required.
• Master’s degree (preferred).
Experience:
• At least 7 years of experience in financial administration, including 3 years in senior management roles within INGOs.
Skills:
• Proficiency in financial software (e.g., SunSystems) and MS Office Suite.
• Strong analytical and conceptual skills for financial planning and monitoring.
• Excellent leadership and team management abilities.
• Knowledge of procurement processes and international NGO regulations.
• Fluency in English and local languages.
