JOB DETAILS:
The GIZ Programme "Promoting Rural Development in Northern Uganda II (PRUDEV II) funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) is implemented by the Ministry of Local Government (MoLG) and Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). The project is scheduled to start in October 2023 as part of the core theme Living without hunger-transforming agri-food systems. The transformation of agricultural and food systems is important for smallholder farmers and micro, small and medium-sized enterprises in Northern Uganda to promote local rural economic development.

The central objectives are to improve the competitiveness of Micro, Small and Medium Enterprises, to increase income and employment with a special focus on women and young people, to promote the ecologically, socially, and economically responsible use of natural resources, to enhance value creation along local and regional value chains to contribute to the reduction/ avoidance of CO2-Emissions.

Key Responsibilities
The Financial and Non-financial Service Provision Specialist will be in charge of:
• Developing gender and youth inclusive non-financial and financial services for Micro, Small and Medium Enterprises (MSME), smallholder farmers and their organisations for the green transformation of agricultural and food systems.
Ensuring that all activities and approaches are synchronised with other thematic areas. The Financial and Non-financial Service Provision Specialist performs the following tasks:

Specific Tasks
Technical

• Identifying innovative financial products and services catering to the unique requirements of MSMEs and smallholder farmers. This may include credit, savings and insurance products and digital payment solutions for climate-, resource- and environmentally friendly practices.
• Networking of Business Development Service Providers and financial institutions to explore innovative approaches/ instruments to reduce risks in lending to smallholder farms and upstream and downstream MSMEs.
• Supporting entrepreneurs in exploring and utilising green funding opportunities provided by governments, non-profit organisations or private companies for environmentally friendly business initiatives and projects.
• Capacity development for MSMEs and smallholder farmers to make them bankable. • Fostering non-financial (Business advisory) services to enhance environmental sustainability, productivity and efficiency e.g.:
• Market Access and Market Information: Supporting agribusinesses in accessing markets and linking them to providers of real-time market information to help them make informed decisions. This includes knowledge of market demand, price trends, and consumer preferences.
• Technology Adoption: Facilitating the adoption of appropriate, climate smart technologies and inputs that can significantly improve agricultural productivity.
• Climate Resilience and Risk Management Providing guidance on climate-smart practices and risk management strategies, helping agribusinesses to cope with climate uncertainties and to minimize losses.
• Post-Harvest Management and Value Addition: Promoting improved post-harvest management and value addition processes to reduce post-harvest losses and increase the value of agricultural products. Consulting and coaching for MSMEs on climate smart valorisation How to Apply:

Management and Coordination

• Providing supervision and technical assistance to missions and contractors during the conceptualisation and implementation of several work packages, guaranteeing alignment and synergies with other GIZ programmes.
• Coordinating with line ministries, departments, agencies and authorities to increase commitment towards transforming the agriculture and food sector through private sector engagement.
• Organising directly assigned activities in the field, working with government officials, farmer organisations, civil society organisations, and private sector actors.
• Preparing, implementing, and documenting training events, workshops, forums, team meetings and other project activities.

Communication, monitoring, knowledge management

• Writing technical reports and assisting partners in reporting, as well as making technical presentations.
• Representing the programme in sector meetings and various "Communities of Practitioners".
• Assisting with research activities and studies on technical areas relevant to the project. Supporting cross disciplinary actions e.g., communication, MEL, Steering Committee meetings.

Other Duties/Additional Tasks
• Performs other duties and tasks at the request of management.

Required qualifications, competences, and experience. Qualifications
• Master's degree or professional qualification in Finance, Economics, Agriculture, Agribusiness, or a related field.

Professional experience

• Five (05) years of progressive professional experience capacitating MSMEs/agribusinesses and financial institutions.
• Working experience with Ugandan line ministries and /or government authorities. Experience in working with international organizations, donors, or consulting companies.
• At least five (05) years progressive experience in the conceptualisation and management of service contracts, grants, or local subsidies.
• At least five (05) years' experience in developing and implementing business models and plans.
• Experience or knowledge regarding green economies and green jobs. Holistic understanding of the Rural Development sector.
