Project Title: Spotlight Initiative 2.0: To Eliminate Violence Against Women and Girls.
Overall Project Objective: Adolescent girls and young women access universal health, fully enjoy their Sexual and Reproductive Health Rights (SRHR) and are free from all forms of Sexual and Gender Based Violence (SGBV) in the public and private spheres, at the workplace and online in Uganda
Location: Kyaka II Refugee Settlement, Kyegegwa District, Uganda
Project Duration: June 1, 2024 – December 31, 2024
Job Summary
We are seeking a highly motivated and experienced GBV Officer to lead the Spotlight Initiative 2.0 project implementation in Kyaka II Refugee Settlement. The Project Officer will be responsible for the project's day-to-day operations, ensuring all activities are implemented effectively and efficiently to achieve the project's objectives.

KEY DUTIES & RESPONSIBILITIES
Under the direct supervision of the Protection Manager, the GBV Officer will be responsible for the following duties:
Program Implementation:
• Overall responsible for planning and implementation of the Spotlight project activities, focused on SRHR and prevention and response to GBV, in line with the program documents and in accordance with Alight’s strategic goal and standard operating procedures.
• Lead and manage the project team, including supervising and motivating staff.
• Develop and implement a detailed work plan for the project, aligned with the project proposal and budget.
• Oversee the implementation of all project activities,
• Provide guidance and support to selected community structure and staff in implementing evidence-based SASA! Approach.
• Manage the project budget and ensure adherence to donor regulations.
• Monitor and evaluate project progress, collect data and prepare regular reports for donors and stakeholders.
• Build and maintain strong relationships with government counterparts, local authorities, UNHCR, OPM, and other stakeholders.
• Ensure effective communication and coordination among all project partners.
• Identify and address any challenges or risks that may arise during project implementation.
• Represent Alights work and specifically Spotlight project activities in coordination meetings at district and settlement level.
• Document lessons learned and best practices.
• Develop approaches to community awareness activities, ensuring that outreach to refugees in settlements is targeted, strategic, and consistent with project objectives.
• Provide leadership to site-level GBV / Protection coordination meetings and events, providing updates on spot-light activities, disseminating best practices, and working with partners to troubleshoot issues in real-time.
• Provide leadership to other GBV staff, following work plans as well as develop and support effective community-level mechanisms in a position to contribute to spot-light outcomes.
• Provide regular feedback to the Protection Manager on progress, lessons learned, achievements, gaps and other problems for timely response.
• Document spot-light activity reports within depth analysis on progress against indicators.
Staff development and management:
• Provide technical and programmatic leadership for the GBV staff under spot-light and community-based structures within the operational area.
• Develop staff performance measurement and targets and appraise them based on the set targets.
• Conduct daily field visits to support staff- through technical back stopping and to train duty bearers.
• Uphold ’s code of conduct and principles on accountability.
Monitoring and Evaluation:
• Contribute to the daily quality implementation, monitoring and evaluation of projects and interventions.
• Identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
• Assist in participatory needs/vulnerability and capacity assessments of affected communities
• Participate in project evaluations and assist in the analysis of results.
• Complete other duties assigned by the Supervisor.

REQUIREMENTS
• University degree in Public health with emphasis on reproductive health, Social Sciences, or Social Work, Gender studies or related field required;
• At least three years’ experience working in GBV Programming, Sexual Reproductive Health Rights, preferably in refugee settings.
• Good knowledge on transformative approaches for social norm work.
• Knowledge of SASA! methodology essential;
• Ability to conduct comprehensive interviews and provide accurate assessments essential;
• Experience promoting community-level behavior change targeting prevention of GBV and gender inequality essential, particularly experience based on activation of community-level structures, refugee leadership bodies, etc.
• Ability to write clear and concise reports for both internal and external use essential;
• Experience managing project work flow, development of project work plans, and carrying out on site monitoring and evaluation of works conducted essential;
• Must be fluent in written and spoken English and the language of the local population.
• Motorbike riding experience and permit preferable.
