GENERAL POSITION SUMMARY:
The Gender Specialistworks in collaboration with other five (5) team mebres of the program to support the effective delivery of the programme. The Gender Specialist reports to the Program Managaer. S/he supports the implementation of a five-year cross sectoral gender and youth integration strategy aimed at ensuring that the program activities result in equitable outcomes for male and female participants of different age groups, socio-economic background and abilities across target communities. S/he will work closely with the district implementation team to ensure that gender equity and youth empowerment principles are incorporated into all activities. S/he will support MEL team to include gender and youth perspectives in routine data collection, analysis and assessments that mainstreams Mercy Corps sex and age data disaggregation (SADD) principles. Additionally, leads the district implementation team in integrating youth-focused activities for the achievement of CCLAP’s “Youth in an evolving landscape” in Karamoja.
ESSENTIAL JOB FUNCTIONS:
Day to day implementation
• Gender Specialist is responsible for gender mainstreaming and proactive technical support to the overall program in the two districts of implementation.
• Ensure gender and youth integration in the day-to-day activities
• Maintain close communication about gender activities with teams during regular planning and coordination sessions
• Work with the Program Team to support sectorally–focused gender and youth mainstreaming trainings (initial and refreshers) for all team members and partner staff.
• Support the Gender Specialist with the planning and implementation of CCLAP gender integration strategy and suggest ways to improve on the same.
• Collaborate with all CCLAP structures, government structures and relevant stakeholders to provide a comprehensive response to sexual and gender based violence (SGBV) within the project’s area of coverage
• Promote GESI principles by identifying the need for and leading the implementation of activities designed to promote greater access, inclusion and empowerment for traditionally excluded groups (Karimojong traders, adult women, young males, adolescent girls, the elderly and people living with disabilities) across CCLAP operational areas.
• Help translate and adopt all gender and youth related communication materials to the local language and context to increase effectiveness.
• Lead the development of quality standards for gender transformative programming, including tools for gender/power analysis and gender equity and diversity audits as well as train, coach, mentor and support staff and partners to carry out these analyses and Audits
Partner Support and Capacity building.
• Assist in the preparation of files and documents for the smooth running of programmes
• Prepare CCLAP weekly movement plans and submit to Logistics team;
• Write reports and project documents and submit to Program Manager as required.
• Support in the use of monitoring systems and monitoring tools
• Working and building the capacity of the partners, supporting in developing institutional development plans for the local partners.
• Effectively manage tools and resources for programmes planning and development,
• Ensure that all Partner financial data associated with programs are recorded and documented.
Finance & Compliance Management
• Ensure compliance with donor and Mercy Corps regulations related to Climate Change Leaders Advancing for Peace (CCLAP)
Security
• Ensure compliance with security procedures and policies as determined by country leadership.
• Proactively ensure that team members operate in a secure environment and are aware of policies.
Organizational Learning

Accountability to Beneficiaries

Reports Directly to: Program Manager, Securing Peace and Promoting prosperity in Karamoja.
Works Directly with: Partners and activity Team Members
Ethics and Integrity

Knowledge and Experience
• Bachelor’s degree in the social sciences, rural development, or related field
• Minimum of two years’ professional experience in implementing peace and conflict related projects
• Ability and commitment to team work
• Ability to interact effectively with the diverse project stakeholders
• Knowledge of the local languages is an added advantage
• Working experience in conflict or post conflict settings and conflict sensitive programming.
• Able to drive a motorbike safely, valid license. Preferred but not required.
Success Factors
The ability to communicate effectively, respectfully and enthusiastically with community structures will be one of the position’s three success factors. The second will be the degree to which the Gender Specialist drives results, producing scheduled outputs at deadline and to expected quality. The third success factor will be the degree to which the officer effectively gathers activity monitoring and evaluation data and utilizes data to inform activity implementation and program learning. S/he will have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail as well as strategic vision are essential. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations. A good sense of humor and the ability to learn from mistakes also goes a long way!
