JOB DETAILS:
Objective of the Assignment
The Gender Specialist will support implementation and monitoring progress of the
EASP by providing technical support to strengthen the Gender Based Violence
(GBV) and Violence Against Children (VAC) prevention, identification, referral, and
response components for project populations at risk of GBV/VAC, survivors,
communities the projects traverse. Meaningful engagements with women, men
and children, including adolescent girls and boys to raise awareness on Gender-
Based Violence and Violence Against Children, creation of a worker led prevention
program, reducing tolerance to GBV/VAC, strengthening the prevention and
response capacity of MEMD on child protection, gender violations as well as
strengthening the capacity of the systems and services to respond to GBV/VAC
amongst all genders, boys and girls in the project area.
1.3 Scope of work
The scope of work will include but is not limited to the following:-
i. The Gender Specialist shall provide necessary support to the MEMD, UECCC
and other implementing Agencies to mainstream gender issues and address
other social risks arising out of the execution of the EASP project, offer
technical support to enable energy projects develop and implement clear
goals and commitments on gender such as increasing energy access of both
women and men in poor households, increasing employment opportunities
for women in rural areas, not to mention but a few as a way of contributing to
the sustainable development goals;
ii. Support the energy sector to identify and contextualize gender roles and
relations that may pose potential risks and negative impact on implementation
of energy projects. This may include undertaking analysis of structural
barriers that may prevent full participation, utilization of benefits and access
of one gender to another gender in the energy sector;
iii. Provide awareness-raising sessions on violence against women and children,
particularly sexual exploitation and abuse and sexual harassment for all staff
and other personnel on a regular basis.
iv. Make appropriate recommendations to management on enhancing GBV
prevention strategies including analyzing information on actual/potential risk
factors for vulnerability to sexual exploitation and abuse/sexual harassment
and elaborating measures to address them.
v. Work with human resources personnel to include GBV, particularly sexual
exploitation and abuse/sexual harassment content in staff inductions,
including all contractors, consultants, temporary staff and casual labour.
vi. Ensure the development of internal procedures for staff and other personnel
to report incidents of sexual exploitation and abuse/sexual harassment.
vii. Track gender related activities and ensure that all information is shared with
relevant persons in the MEMD.
viii. Ensure appropriate implementation of GBV and VAC monitoring, referral and
preventions systems for refugees and host communities in liaison with
refugee stakeholders (OPM, UNHCR and INGOs) within refugee hosting
districts.
ix. Support capacity building efforts including training and operationalization of
the Gender Focal Team at the MEMD and identification of other institutional
requirements, provide technical and advisory support to gender
mainstreaming and social risks management in energy projects.
x. Review and adjust (where necessary) in projects reports emergency
response to emerging social issues in line with the Environmental and Social
Management Frameworks and other action plans;
xi. Provide operational support to addressing gender gaps and gender-based
violence and violence against children in project implementation;
xii. Undertake proper gender analysis of project work plans, implementation
processes and reports to ensure that gender issues are integrated at every
stage of planning, budgeting and reporting;
xiii. Ensure that all the quantifiable and none quantifiable, gender and social
related direct and indirect benefits of the projects have been defined and
realistic;
xiv. Ensure that project log frames and indicators are gender responsive in terms
of identifying and addressing specific issues and needs for women and men.
This goes with ensuring that data on beneficiaries and project stakeholders is
gender disaggregated;
xv. Prepare monthly, quarterly and annual reports on the activities undertaken.
xvi. Carry out any other duties as assigned by the Project Coordination Manager
(PCM) provided these duties contribute to achieving the development
objectives of the EASP project.

1.4 Person Specifications
a. Qualifications
i. Bachelor’s Degree in Arts – Sociology/Social Sciences/Social Work and
Social Administration/Psychology/Development Studies from a
recognized institution;
ii. Master’s Degree in Social Work/Development Studies/ Comparative and
International Development/Psychology/Law/Gender or any other related
Social Sciences course.
b. Experience
I. At least eight (8) years of relevant work experience in similar assignments
dealing with gender, human rights, children’s rights and poverty issues.
II. Demonstrated experience in the implementation of at least two (2) projects
requiring World Bank gender policies and/or IFC Performance Standards,
and Ugandan Policies, Laws, Regulations and Guidelines.
III. Experience with working on prevention and response to Gender-Based
Violence and Violence against Children.

1.5 Duration of the Assignment
The assignment shall be for a period of three (3) years, renewable subject to
satisfactory performance.
1.6 Reporting Obligations
The Gender Specialist shall operationally report to the EASP Project Coordination
Manager/PCU.

1.7 Duty Station
The Gender Specialist shall be based in Kampala and stationed at MEMD with
occasional travel to the project implementation sites / areas for monitoring or as and
when need arises.
