Job Description
The Grants Manager will manage the ICYD Activity Grants Program and ensure that it is run efficiently and transparently in coordination with the ICYD Activity technical and finance staff. Responsibilities include, but are not limited to, grant strategy development, workplan development, development of grant solicitations, and review of applications, grant applicant risk assessments, selection of grantees, grantee orientation and training, and grantee performance monitoring and financial management. The Grants Manager will report to the Deputy Chief of Party for Programs and work closely and in coordination with the Youth Development Specialist. This is a full-time position based in Kampala, Uganda.
Essential functions include, but are not limited to:
• Ensure the grants program complies with all EDC and USAID rules, regulations, and policies and in accordance with the ICYD Grants Manual.
• Develop the grant strategy and selection criteria in consultation with the Youth Development Specialist, ICYD senior technical and finance staff, the Chief of Party and USAID.
• Together with the Youth Development Specialist, develop and or revise grants program annual workplan and budget ensuring both technical and financial elements are appropriately captured and support attainment of the ICYD overall project goals.
• Facilitate the competitive Request for Application (RFA) processes, including the development of the RFA document and the review of grant applications and selection of grantees.
• Conduct the pre-RFA meetings or conferences, as applicable.
• Ensure the pre-award assessment for potential grantees is conducted using the Non-U.S. Organization Pre-Award Survey (NUPAS) tool and that results are incorporated into the grant action document for reference.
• Together with the Senior Basic Education Technical Advisor, Youth Development Specialist and with oversight from the Deputy Chief of Party Programs, negotiate final grant content and budget for each grant.
• Support EDC’s contracts office with sufficient documentation in preparation for issuing the grant agreements.
• Together with the Youth Development Specialist, support the review of grantees for any modification or extension of the grant agreement and submit modification request to OSP and prepare grant modification once approved.
• Together with the Youth Development Specialist review grantee activity reports, deliverables, and expenses, and support documentation to ensure compliance with the terms of the grant agreement both financially and programmatically.
• Ensure approved grantee deliverables and supporting documentation follow the terms of the grant agreement prior to disbursement of funds.
• Ensure timely disbursement of funds to be paid to grantees in accordance with the terms of the grant and in close consultation and approval of ICYD senior finance and technical teams.
• Verify grantee expenses are in tandem to program deliverables and ensure compliance to the terms and conditions of the grant agreement.
• With oversight from the Youth Development Specialist, monitor grantees budget for compliance against milestones and/or workplan.
• In consultation with the Result Area 1 & 3 leads, oversee the closeout of each grant.
• Maintain and share a detailed grants status calendar and grants electronic filing system with basic education (AE) and youth development technical team and wider education team.
• Together with the Youth Development Specialist, develop necessary guidelines for grantees and organize training and guidance on grants management, as required.
• Conduct periodic field visits, as well as audits, to monitor grant compliance in relation to the terms and conditions of the grant agreement and recommend corrective actions, as necessary.
Qualifications
The candidate for the position of Grants Manager shall have at a minimum the following qualifications:
• Master’s degree in a field relevant to business administration or project/program management.
• A minimum of 7 to 8 years of progressively responsible and directly relevant experience in similar positions required.
• Knowledge of USAID regulations.
• Proficiency in advanced Excel and MS Word.
• Experience in project budget review and monitoring and cost controls.
• Excellent social skills at all levels, cultural sensitivity, ability to work under pressure and with a team, negotiate diplomatically, and the ability to work in a multicultural and multidisciplinary work environment.
• Ability to prepare and conduct presentations.
• Availability to work and travel in all areas of Uganda.
• Fluency in English is required.
