JOB DETAILS:
Grants Management
• Work closely with the project's technical staff to define scopes of work for grantees to support ICAN's technical objectives.
• Manage the USAID ICAN grants management process including solicitation, pre-award, award, monitoring, and compliance, reporting and close-out.
• Develop and maintain a grants tracking system to ensure the timely and correct execution of all grant agreements.
• Document the process by which sub-grantees are selected for awards and notify applicants and other stakeholders of awarded grantees.
• Work with the Regional Teams to monitor and evaluate grantee performance: review, evaluate, and provide feedback on grantees’ performance.
• Collaborate with the Technical Leads to ensure program activities are implemented in accordance with USAID ICAN sub-purposes.
• Work closely with the FCAD, act as point of contact for the regional Finance & Grants Officers and Business development service (BDS) Consultants for day-to-day grant administration.
• Support the FCAD to oversee tracking of the grants’ pipeline and related actions for successful implementation.
• Work with the Regional Teams to conduct periodic regional-based grants training and capacity-building activities on the community grants application process.
• Oversee grant close out processes.
• Collaborate with the monitoring, evaluation, and learning (MEL) team to obtain required monitoring data and to support ongoing learning.
Procurements
• Oversee aspects of grants’ related in-kind procurements, including purchasing of goods and services for the direct project use and beneficiaries.
• Review procurement requests and liaise with the Technical and Regional Teams for source justification and/or price reasonableness.
• Facilitate the technical approval and payment of all grants related procurements.
• Provide technical guidance to the procurement team on procuring in-kind support for grants and determine the most reasonable, fair, and expeditious procurement needs for grantees.
• Work with the Regional Teams to inspect goods or verify services, confirm delivery and receipt of goods to partners.
• Develop a procurement tracker for all ongoing and new grants-related procurements to better manage the handling of requests and transparency of ongoing purchases.
• Verify that all procurements and grant transactions are approved and executed in accordance with applicable client regulations, Environmental Reviews and Abt Associates policies and procedures.

Key Roles and Responsibilities:
Under the supervision of the Director Finance, Compliance and Administration (FCAD), the Grants Manager will manage ICAN's grants program, ensuring compliance with USAID regulations and generally accepted standards, laws, and administrative policies. This may include, but is not limited to the following:

Preferred Qualifications:
• At least four years of experience managing USAID grants
• Excellent written and oral communication skills in English

Minimum Qualifications:
Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience
