JOB DETAILS:
Background:
The USAID Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity is a five-year Activity implemented by DT – Global Inc. The goal of the Activity is for key national level Ministries, Departments and Agencies (MDAs) and industry apex organizations (IAOs) that are vital to driving inclusive agriculture-led economic growth to fulfill their mandate, leading to pathways to prosperity, improved resilience, and better nutrition for the people of Uganda.
The purpose of the Activity is to improve the performance and structures of MDAs and IAOs through:
1. Improving the internal processes of selected MDAs and IAOs to make them responsive to their constituencies and the general public.
2. Improving the policy framework that supports the functionality of MDAs and IAOs.
3. Strengthening key capacity elements of selected MDAs and IAOs.
4. Strengthening “the structures” or key vertical and horizontal linkages within and among institutions for effective goal achievement.

The Grants Officer will:
• Draft funding solicitations and manage financial aspects of grant processes under contracts.
• Support grant management, including solicitation processes, developing performance measures, evaluating applicants, and monitoring grant spending.
• Work closely with departments, community groups, and organizations throughout the grant lifecycle.
• Summarize USAID compliance requirements for grants issued and communicate these requirements to technical teams.
• Support the Grants Specialist in preparing modifications to ongoing awards and sub-awards as necessary.
• Provide monitoring, mentoring, and supervision for grantees and manage grant closeout processes aligned with DT-Global and USAID regulations.

Responsibilities:
1. Financial and Programmatic Management:
o Contribute to effective management of all programmatic and financial aspects of grants.
o Support calls for grant applications, project selection, evaluation, and reporting processes.
o Collect data and reports from grantees.
o Coordinate and communicate technical/monitoring information to ensure effective management of grants.
o Support grants reporting, procurement, and compliance management.
2. Compliance and Training:
o Develop materials to guide grantees in adhering to USAID and DT-Global policies.
o Monitor grantee financial reporting and budget alignment.
o Provide training to build grantee capacity for successful project implementation.
3. Administrative Management:
o Review budgets and track spending to ensure compliance and accountability.
o Provide analyses and timely reporting.

Qualifications:
• University degree in administration, business, economics, accounting, or a similar field.
• Minimum of five years experience supporting grants management with public/private sector entities.
• Experience managing USAID-funded grant mechanisms is strongly preferred.
• Must be a Ugandan citizen.

Knowledge and Skills:
• Experience delivering a grants function targeting public and private sector entities.
• Strong understanding of USAID grants management standards, policies, and procedures.
• Excellent language proficiency in spoken and written English.
• Strong interpersonal skills, including patience, diplomacy, willingness to listen, and respect for colleagues.
• Strong ethics and unquestionable level of integrity.

Estimated Period of Performance:
The position is full-time and requires 40 hours per week.
Estimated Level of Effort (LoE):
• Long-term position based in Kampala, Uganda with intermittent travel.

Reporting:
The Grants Officer will report to the Grants Specialist.
