JOB DETAILS:

Overall responsibility:
The Grants and Compliance Specialist will focus on the process and compliance aspects of grant management ensuring that the program is carried out in accordance with, Government of Uganda Regulations, Global Fund regulations and the approved grants manual and procurement regulations.

This position is a 2-year renewable position based in Kampala, Uganda and the position holder will report to the National Facilitator, Global Fund.

Grant and Compliance Management
• Monitors and coordinates all phases of grants and restricted contributions from award through close-out, including grants administration, compliance, reporting, and compliance with approved budgets, contract terms, and legal or regulatory requirements.
• Works with finance team and program staff to ensure that key processes and systems are in place to manage grant risk assessments, donor financial compliance, and reporting management processes.
• Coordinates with management to ensure compliance with due dates for submission of budget, technical and programmatic reports to Global Fund.
• Reviews all proposed sub-contract and sub-grant agreements and applications to ensure compliance with terms of contract and grant agreements between Sub- Recipients (SRs) and the Global Fund.
• Spearhead risk management activities of the grant
• Support implementation of agreed management actions arising out of audits and track commitments to the Global Fund to advise management on key pending issues.

Budget Management and Reporting
• Engages with relevant staff to monitor the grant performance in terms of expenditure by activity for the purpose of identifying discrepancies, resolving issues, and ensuring that expenditures are in line with the approved budget limits.
• Works with managers and other members of the Finance team to streamline internal financial reports and reporting processes to deliver more efficient, more effective, and more useful reports and analysis.
• Collaborates with program staff in development of comprehensive annual program budgets.
• Ensures compliance with current program budgets and spending policies, and proposes improved policies and systems regarding spending guidelines, cost savings, cost allocation, and annual planning.
• Works with members of finance team during annual audit to ensure that relevant information is transmitted to the auditors in a timely manner.
• Follow up with the M&Es on the implementation of the annual workplans for the three diseases on a quarterly basis.
• Organize and maintain all project documents and files related to grants and procurement including solicitations, related correspondence, selection memos, pre-award risk assessments, approval requests and memos, grant agreements, and monitoring and reporting documentation.
• Coordinate and liaise directly with FCU on grants and compliance questions and issues and follow up on issues raised by the CCM.
• Follow up on the issues raised by both the internal and External audits such that recommendations are implemented in a timely manner.
• Support strategic operation priorities as requested by the GF. Priorities may include procurement, process improvement, reporting, recruitment, finance, and other general program operations tasks.
• Any other duties as may be assigned.

Qualifications and Experience
• B.A. or B.S. in financial management, Business Administration, Commerce. Master’s degree in business administration, Management, Finance, Economics or related field preferred.
• Member of ACCA/CPA who is in good standing with the professional body.
• At least Five (5) years demonstrating knowledge of managing finances/treasury at a senior level for either private or public organization.
• Experience in a financial-management role at an organization that works internationally and that receives revenue from different constituents, such as government agencies, private foundations, and corporations that provide donations.
• Excellent written and oral communication skills; Time management and job prioritization skills
• Behavioral competencies should include the ability to identify patterns or connections between situations that are not obviously related, using conceptual or inductive reasoning.
• Ability to manage multiple projects simultaneously and meet time sensitive deadlines. Show a systematic effort to obtain needed data or feedback; and link long-range visions and concepts to daily work, ranging from simple understanding to an awareness of the impact at large on strategies and on choices.
• Demonstrated strong interpersonal skills, and clear, concise written communication skills required.
• Outstanding organization skills with a high level of attention to detail
• Ability to maintain composure and flexibility under tight deadlines, and collaborative approach to facilitating communications between various stakeholders including colleagues, Sub-Recipients and all partners.
• Demonstrated ability to prioritize effectively and manage multiple competing priorities.
• Ability to work independently and a self-starting work style.
