JOB DETAILS:
Key Roles and Responsibilities
• To oversee the site H3SE organisation comprising of all HSE advisors, Social Manager, Security
• Manager, Environmental Manager
• To develop HSE Procedures, which at minimum meet or exceed the more stringent requirement of either Company’s or Main Contractor’s requirements:
• H3SE Plan
• Emergency Preparedness and Response Plan
• Job Hazard and Environmental Analysis
• Training Needs Analysis
• Supervise the implementation of the procedures during execution of the Subcontract work
• To continuously improve HSE awareness among all employees, to manage proper usage of the environment, tools and equipment, and to create a culture in which everyone share responsibility for the well-being of their fellow workers and community.
• Coordinating with the Main Contractor to ensure all personnel attend the periodic trainings carried out by the Main Contractor
• Measuring HSE performance and by setting challenging objectives and targets, strive for continuous improvement.
• Implementation of the H3SE Policy in combination with the HSE laws, regulations, standards, and codes of practice of our Clients and all applicable governmental agencies.
• Ensure all personnel use the appropriate PPE
• Reporting all PPE deficiencies and repairing or replacing as necessary
• To coordinate with the Main Contractor in securing personnel application mobilization
• To coordinate with the Main Contractor in conducting mandatory site pre access drug and alcohol testing
• To collaborate with the construction team to develop method statements and risk assessments for all elements of the works. This includes specialized assessments for manual handling and complex lifting operations and other operations required for carrying out the works
• Weekly reporting on all H3SE matters on the project.
• To conduct a daily safety inspection of each of the areas where its employees are working and to correct any unsatisfactory conditions.
• To attend weekly site safety meetings
• To attend the weekly safety walk around site
• Collaboration with the construction team to ensure submission of Safety Data Sheets for all materials brought to site by Subcontractor or Lower tier subcontractors.

Qualifications and experience
• Bachelor’s degree (Hons) in an Engineering or Physical Science or Biological Science discipline
• At least 6 years demonstrated experience working in a leadership HSE role in an organization/business unit/project with diverse professionals.
• Possession of the relevant post graduate qualification in any field related to Occupational Health or Safety preferred
• Relevant Health and Safety Certification is desirable
• Good knowledge and understanding of the Ugandan health, safety legislation, guidelines and standards
• Proven high level of integrity
• Excellent interpersonal and communication skills especially Persuasive Oral Communication
• Possess good administrative and negotiation skills
• Proficiency in the relevant computer packages including Microsoft Office
• Flexibility and willingness to live and work in a camp environment in a remote location in Uganda as needed
• Experienced in investigation, review and analysis of work-related accident/ incident including root cause and lessons learned and ensuring implementation and close-out of preventive and corrective actions
• Ability and willingness to effectively and robustly challenge the views of contractors and internal contacts
• Experience of QHSES systems
