STATEMENT OF DUTIES:
General Statement of the Purpose of the Contract:

USAID/Uganda is seeking a qualified candidate to serve under a Resident Hire Personal Services Contract as HIV Advisor for a period of two years. This position is particularly critical for providing leadership to the HIV Unit during the intensive COP planning process, which spans the period from November through April of each year. The
HIV Advisor serves as Acting Unit Leader for the HIV & TB Unit, advising and supporting the Office of Health & HIV (OHH) Office Director and Deputy Director in the development, day-to-day coordination, and overall management of the USAID HIV portfolio and staff in Uganda. This includes guiding USAID/Uganda through the Country Operational Plan (COP), President’s Emergency Plan for AIDS Relief (PEPFAR) Oversight and Accountability Response Team reviews, and PEPFAR activities in general.
The HIV Advisor will report to the OHH Deputy Director who has oversight responsibility for the HIV & TB and SI units.
OVERVIEW:
USAID/Uganda is one of the Africa Bureau's largest missions, with a multi-year portfolio valued at $1.5 billion. USAID/Uganda implements a programmatically integrated Country Development Cooperation Strategy (CDCS) with the goal of accelerating Uganda’s systems to ensure inclusive education, health, and economic development. The CDCS calls upon staff to build relationships and partnerships that leverage resources and advance Uganda’s journey to self-reliance.
The OHH is USAID/Uganda’s largest technical office with more than 70 staff positions and over $310 million in program funding. Uganda is a priority country across all global health initiatives, including the PEPFAR. Uganda is one of thirteen countries that PEPFAR has identified as being on the path to achieving epidemic control of HIV by the end of this year. The USAID/Uganda Mission has a mandate to support USAID’s transition of 70 percent of PEPFAR resources to local partners.
OHH is headed by a U.S. Foreign Service Officer who reports directly to the Mission Director, and has two Deputy
Directors who report to the Office Director. Currently, OHH is divided into six technical units: Health Systems Strengthening, HIV & Tuberculosis (TB), U.S. President’s Malaria Initiative, Family Health, Global Health Security and Emerging Pandemic Threats, and Strategic Information. OHH manages a wide array of programs, many of which are integrated in design. Each element of the portfolio contributes to country-led health program approaches that focus on integration of services; leveraging host country and other donor investments; strengthening health systems; women and girls; improved evaluation and innovation to promote adapting and learning; and science and technology.

USAID/Uganda’s PEPFAR budget for COP 2022 was $232 million and is focused on supporting the Government of Uganda (GOU) to achieve and sustain epidemic control through accelerating progress towards the global 95-95-95 goals and expanding targeted HIV prevention intervention for sub-populations most at risk of infection.

Statement of Duties to be Performed:
Program and Portfolio Management (40 percent):

As a senior member of OHH, the HIV Advisor will lead the management of the overall PEPFAR portfolio and of individual activities and implementing partners. Duties and responsibilities may include, but are not limited to:
• Serving as the Agreement/Contracting Officer’s Representative and/or Activity Manager for activities under the USAID/Uganda PEPFAR portfolio. In this context, the incumbent is responsible for all aspects of project management for her/his assigned activities, including technical and financial oversight of contractors and grantees, and reviewing reports, documents, and scopes of work.
• Managing new procurements, which may include leading processes and/or developing documentation such as mandatory analyses, activity descriptions, choice of instrument memos, and independent government cost estimates.
• Ensuring that activities are implemented successfully and according to USAID regulations, and that PEPFAR targets are met. This may include undertaking regular site visits; maintaining regular communication with partners and stakeholders; ensuring that funding is advanced as requested; ensuring that funding is provided, expended, and liquidated in accordance with financial plans and relevant USG procedures; and ensuring pipelines are reviewed with grantees at least quarterly.
• Overseeing the proper development and management of PEPFAR budgets, which includes preparing detailed analyses and estimates of annual PEPFAR funding needs for one or more future budget years; monitoring obligations, commitments, expenditures, and results against targets; overseeing the various annual Expenditure Analyses exercises and tools; and ensuring the budget system is used effectively as an evaluating tool in measuring program performance and effectiveness.
• Assisting implementing partners to troubleshoot implementation problems and bringing any major management or politically sensitive issues to the attention of the OHH Director.

HIV Team Management and Supervision (40 percent):
The HIV Advisor will directly supervise, manage, and mentor two locally employed staff members, the leads in the specific technical areas of HIV, and two PSC Senior Advisors, as set out in the OHH organogram. Duties and responsibilities may include, but are not limited to:
• Developing annual work objectives and annual training plans with staff.
• Setting priorities and goals for employees, establishing deadlines, and making certain that work assignments are completed on time.
• Conducting staff performance evaluations.
• Reviewing and revising position descriptions.
• Keeping the OHH Deputy Director informed of any issues and working closely with the Director and Deputy Director to resolve any serious issues.
• Managing hiring of new USAID/Uganda PEPFAR staff.
• Leading or participating in personnel selection committees or overseeing processes led by others to ensure they are timely and proceeding as planned.
• Assisting the OHH Director and Deputy Directors as needed to oversee routine USAID related functions.

Strategic Leadership (20 percent):

While the HIV Advisor is not expected to be a technical expert in HIV or any sub-area of HIV, s/he will be a strategic thinker and guide the office in strategy development; COP planning; and other planning, monitoring, evaluation, and reporting aspects of the HIV portfolio. Duties and responsibilities may include, but are not limited to:
• Providing technical leadership and support to the HIV team, facilitating strategic discussions to ensure all technical areas are represented and all staff are engaged.
• Advising the OHH Director and Deputy Director on host government policies and strategies related to HIV.
• Supporting the OHH Director and Deputy Director in overseeing the process of drafting the annual COP, ensuring that the HIV team follows all steps and processes and that all staff are engaged.
• Serving as the USAID point of contact for requests for information from the Uganda PEPFAR Coordination Office, the Office of the U.S. Global AIDS Coordinator (S/GAC), and the USAID/Office of HIV/AIDS.
• Coordinating with others in the interagency PEPFAR space to ensure USAID is well represented and heard.
• Working with team members to synthesize and distill information from different sources to be used for planning purposes.
• Soliciting and utilizing the input of technical advisors, U.S. Government (USG) staff, and consultants, both local and international, as needed.
• Working closely with the SI team to analyze, understand, and use HIV data and information for PEPFAR planning and implementation.
• Overseeing the planning and execution of HIV program design activities.
• Liaising with the Government of Uganda, civil society organizations, other USG agencies, bilateral donors, and PEPFAR partners in managing the HIV portfolio.
• Representing the OHH Director and Deputy Director to external stakeholders and development partners in a wide variety of events, donor group meetings, and other fora related to HIV.
• Articulating the USG’s HIV priorities and vision to senior officials within the Government of Uganda and to other bilateral donors and multilateral organizations.
• Supporting VIP visits by overseeing planning and participating in site visits and briefings.

POSITION ELEMENTS

Post Entry Training: As guided by the Legal Advisor, the HIV Advisor shall annually attend mandatory annual
Ethics training conducted at USAID/Uganda and may be required to complete Financial Disclosure Report (OGE 450 form). On-the-job training will be provided, as available, relating to USG specific procedures, regulations, and methods, which may include: Contracting/Agreement Officer Representative (C/AOR) courses leading to C/AOR certification; Project Design; Public Financial Management Risk Assessment; (A&A 104) Acquisition and Assistance Management for Contracting/Agreement Officers’ Representatives, and Introduction to the Program Cycle.

Available Guidelines: Key sources of information available to the HIV Advisor to inform the performance of her/his duties and responsibilities include: The U.S. Code of Federal Regulations; USAID's Automated Directives System; USAID/Uganda CDCS; USAID/Uganda Development Objective Grant Agreements and Mission Orders;
U.S. Congressional appropriations legislation; and all relevant USG and USAID policy guidelines. The Mission Resident Legal Officer, Controller, and the U.S. Embassy Public Affairs Officer are also available to provide specific, detailed policy and regulatory guidance to the HIV Advisor.

Exercise of Judgment: As a senior-level development professional, the HIV Advisor is expected to consistently demonstrate good judgment and appropriate discretion when interpreting policies and providing guidance, and in all communications and other professional interactions with Mission and other USAID leadership and staff, the U.S. Mission/Uganda interagency, GOU personnel, USAID implementing partners, external audiences, and other stakeholders, with only minimal direction from her/his supervisor.

Authority to Make Commitments: None. However, the HIV Advisor establishes priorities based on available guidelines and professional judgment and makes recommendations to USAID on specific activity issues or problems.

Nature, Level, and Purpose of Contacts: High level internal and external contacts. Internal contacts include the
Embassy and USAID Front Offices; the Centers for Disease Control and Prevention; Walter Reed Army Institute of
Research, Department of Defense; Peace Corps; and the PEPFAR Coordination Office. External contacts are Country Directors and Chiefs of Parties from implementing partners; Senior Officials from the Ministry of Health; the Ministry of Finance, Planning and Economic Development; the Ministry of Local Government; Directors and Deputy Directors of other international partners; and local stakeholders.

Support Items: The Advisor will be provided with the support services, equipment, and supplies necessary to perform the work.

Supervisory Relationship:
The HIV Advisor shall be supervised by the OHH Deputy Director who has oversight responsibility for the HIV & TB and SI units. Assignments shall be made orally and in writing. However, the HIV Advisor is expected to function effectively with minimal direct supervision and with a high degree of autonomy, establishing her/his own priorities, adhering to, and meeting established deadlines, and performing responsibilities and duties with minimal guidance and limited follow-up.

Supervisory Controls:
The HIV Advisor will supervise two Cooperating Country National staff members that lead in the specific technical areas of HIV, and two Personal Services Senior Advisors.

Sunday Pay: Sunday pay is not authorized under this contract.

Support Items: The Advisor will be provided with the support services, equipment, and supplies necessary to perform the work.

PHYSICAL DEMANDS: The work requested does not involve undue physical demands, though travel may occupy part of the time.

MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

USAID/Uganda expects to award a personal services contract for a United States (U.S.) Citizen or Resident Alien - resident in Uganda for a two year base period.

The successful Offeror must be capable of securing a U.S. Government Employment Authorization/Facility Access only. S/he must be able to secure a medical opinion of health.
In order to be considered for the position, an offeror must meet the Minimum Qualifications listed below. Consideration and selection will be based on a panel evaluation of the Evaluation Factors. Offerors meeting the required qualifications for the position will be evaluated based on the information/ documentation presented in the offer.
Additionally, interviews and writing samples may be requested only from the top scoring offerors. Please note that not all offerors will be interviewed or contacted.
USAID reserves the right to conduct telephonic interviews with the highest-ranked offerors and make the interview a deciding factor in selection.
Reference checks will be conducted on those Offerors selected for the interview. The Offeror’s references must be able to provide substantive information about the Offeror’s past performance, skills, and abilities.
USAID reserves the right to obtain from previous employers and other sources - in addition to the ones provided by the offeror - relevant information concerning the Offeror’s past performance, technical knowledge, required skills, including teamwork and team-building experience and may consider such information in its evaluation.
If an offeror does not wish USAID to contact a current employer for a reference check, this should be stated in the offeror’s cover letter, and USAID will delay such reference check pending communication with the offeror.
USAID will not pay or reimburse for any expenses associated with the application, evaluation process (e.g., interviews, writing samples, writing tests) unless expenses are pre-authorized.
The required professional qualifications include the following and offerors must address all the elements as part of their offer in response to this PSC solicitation.

EDUCATION

• Master’s Degree level, or higher, in public health, medicine, health care development, or a closely related field.

PROFESSIONAL EXPERIENCE (all required)

• At least ten years of progressively responsible experience in designing, implementing, managing, and monitoring public health programs, including programs related to HIV epidemic control. This work experience must include managing large (in excess of $10 million annually), integrated, and complex public health programs.
• At least seven years of demonstrated supervisory experience in leading and managing large, diverse teams of professional staff.
• Experience working with USG agencies, other donors, international organizations, and/or other relevant development stakeholders.
• Demonstrated experience working with high-level host country counterparts, in-country program managers, policy makers, and a broad array of international health service providers and community leaders.

KNOWLEDGE (all required)

• Knowledge of USAID policy, systems, processes, and regulations, including USAID program planning and budgeting.
• Extensive knowledge of PEPFAR and PEPFAR processes.

EVALUATION AND SELECTION FACTORS

The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1.T he CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The technical evaluation committee may conduct reference checks, including references from individuals who have not been specifically identified by the offeror, and may do so before or after a candidate is interviewed.

Offerors must, therefore, address each of the four Quality Ranking Factors (QRFs) in their offer. Top- ranked Offerors who meet the minimum qualification will be invited for an interview and given a written evaluation.

BENEFITS/ALLOWANCES
As a matter of policy and as appropriate, the resident American and Alien contractor will be compensated in accordance with AIDAR Appendix D. Resident American and Aliens are not eligible for fringe benefits, differentials, or allowances. They are eligible for contributions to health insurance and life insurance. TAXES
USPSCs are required to pay Federal income taxes, FICA, Medicare, and applicable State Income taxes.

USAID will take no action to enforce the clause (FAR 52.223-99) implementing the requirements of Executive Order 14042, absent further written notice from USAID, where the place of performance identified in the contract is in a U.S. state or outlying area subject to a court order prohibiting the application of requirements pursuant to the Executive Order (hereinafter, “Excluded State or Outlying Area”). In all other circumstances, USAID will enforce the clause, except for contractor employees who perform substantial work on or in connection with a covered contract in an Excluded State or Outlying Area, or in a covered contractor workplace located in an Excluded State or Outlying Area.
