JOB DETAILS:

JOB PURPOSE:
The EA Node HR Advisor – Africa Region will be responsible for training, capacity building, strengthening and supporting good practice in the human resource function across countries where Oxfam GB is responsible for providing business support. The role will work closely with colleagues from other functions to deliver integral support to countries and other HR practitioners globally to form a global team working together to drive service improvements and initiatives which support Oxfam GB delivery of our executing affiliate responsibilities.

DIMENSIONS OF THE ROLE
• Influencing the development of strategy and supporting and delivering operation al implementation.
• Managing/supervising resources within defined boundaries (e.g. one or more countries) or specialist professional area, which may include people, assets and/or budgets.
• Developing solutions to diverse and complex problems within organizational policy.
• Interpreting and applying operational and specialist information in a variety of formats from a variety of sources
• Impact of this role is significant within the country/region and could have some impact affiliate or even Oxfam-wide.
• Decisions are made within a professional specialist, country/regional and or affiliate context to further the objectives of Oxfam and with reference to the external HR environment.
• Contributing to and influencing operational planning.
• Influencing managers, staff and volunteers in own affiliate and develops effective networks with external bodies.
• Ensuring the HR ‘hygiene’ factors are performed to a high standard and consistently checked for their relevance and standards (e.g. HR administration of contracts, recruitment, managing termsand conditions of employment, salary administration etc).
• Implementing good practice people management which is legally compliant (i.e. employment law, tax laws, etc.) Influences in specific areas
• Organising learning and development opportunities for staff to achieve affiliate and OI goals Works with Staff Representatives for their affiliate.
• May be part of the country senior management team

KEY RESPONSIBILITIES
• Be people and performance centred and work closely with HR in order to provide seamless
• support and accompaniment
• Create a trusted relationship with key stakeholders and provide support to Country HR teams, to
• enable successful HR at country level.
• Support and/or carry out complex case work where this cannot be managed by HR in country,
• including identifying senior management availability where required for conduct and grievance
• hearings etc.
• Support any change management and HR function in country if there are HR gaps and needs
• Be an optimistic and enthusiastic ‘resource investigator’, and using their HR network outside the country, to explore opportunities and suggest recommendations and solutions to HR country
• teams to help meet short term business support capacity or critical gaps in knowledge or available resources
• Monitor human resource key performance indicators and support the country HR to deliver on them
• Work with the Safeguarding focal point for the geographic area, the Global Safeguarding Coordinator and country HR to train , support and accompany safeguarding practices and cases.
• Assist countries on scale up support to emergencies in conjunction with the GHT
• Ensure country teams understand HR processes and systems and that they are trained and supported on any issues including maintenance training.
• Coach and mentor Country HR staff and be a critical friend, supporting operationally as required
• Monitor human resource key performance indicators and support the country HR to deliver on them
• Role model new ways of working

Professional Qualification in Human Resources and/or related field with substantial knowledge
and experience of general human resource management with expertise in providing a superior,

• Substantial knowledge and experience of capacity building and skills transfer, learning and development and knowledge management.
• Experience in creating a learning and sharing environment.
• Experience of working in countries across Africa region
• Working knowledge and experience of (country) labour law and its application.
• Ability to travel often within region and occasionally to Oxfam’s office in Oxford
• Ability and experience practically of working cross- functionally

Desirable
• Experience of working in programme in countries and/or at the regional level
