Job Summary
The role is responsible for developing strategies for: delivery of Quality and efficient differentiated HIV testing services (HTS) including targeted HTS for Key and Priority populations (KP/PP)), Prevention of mother to child transmission of HIV (PMTCT) services, early infant diagnosis (EID) services , integration of human rights standards in HIV care, zero gender and sex discrimination, Gender mainstreaming in the HIV program and equal service access for women and men at all levels of programming.
Overall Responsibilities
1. Develop comprehensive Annual and quarterly work plans for implementation of HTS, PMTCT and EID and integrate gender standards into district plans and budgets to address gender inequalities that hinder access to HIV prevention, care and treatment services.
2. Train, coach and mentor DHT, district and CBO staff in efficient Differentiated models of HTS, eMTCT & EID, Gender and coordinate scale up plans in line with existing national policy guidelines.
3. Monitor distribution and utilization of associated HIV commodities.
4. Coordinate and monitor the implementation of Quality improvement and innovative differentiated models of HTS, eMTCT/EID and Gender integration.
5. Periodically review and monitor PMTCT/HCT/EID performance against set targets and submit periodic reports to key stakeholders in line with program and national reporting requirements.
6. Strengthen collaborative partnerships with Health facilities, Governments, Community Based Organizations and other corporate entities for a coordinated HIV response.
7. Identify research opportunities and participate in fundable proposal writing for program continuity in line with Baylor-Uganda research guidelines.
8. Develop strategies for integration of human rights standards or principles and gender mainstreaming perspectives in HIV programs.
9. Advocate and actively engage men and boys as key stakeholders and agents in promoting male involvement in healthcare, gender equality and ending gender-based violence against women and girls
10. Build the capacity of cluster teams, health workers and key community stakeholders in both Quality Improvement initiatives for and delivery of quality HTS, PMTCT/EID and targeted prevention services to KP/PP service provision through training of service providers, and quarterly on site mentorships to all supported health facilities and community structures with in supported districts.
11. Technically support cluster teams, Health facility and community based service providers on a regular basis to ensure that activities are implemented as per set standards.
12. Supervise and monitor the implementation of innovative strategies that increase HTS yield, community engagement including KP/PP and male involvement in HIV testing and PMTCT services.
13. Support the cluster teams in Supervising Health facility-community referral and linkage activities in HTS, PMTCT, EID & prevention for KP/PP and provide guidance to implementers.
14. Support clusters in integration of Family planning in HIV and PMTCT services provided at both the health facilities and community intervention points in line with project objectives & National guidelines.
Required Qualification, Experience and Competencies:
• A Bachelor’s degree in medicine or related medical field.
• A master’s degree in public health or an equivalent will be of added advantage
• 4 Years Relevant Experience
