Job details:
The Rural Electrification Agency ( REA ) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory instrument 2001 No, 75. The REB‘s main function is to oversee the management of the Rural Electrification Fund and facilitate the development and implementation of rural electrification projects under several sources of funding

In order to strengthen its Human Resource Capacity to fulfill the above Intention, REA is seeking to recruit Ugandan nationals suitably qualified to fill the following vacancy.

Post: Head Procurement and Disposal Unit

The main purpose of the job is to manage all procurement and disposal activities of the Rural Electrification Agency in accordance with the Public Procurement and Disposal of Public Assets Act, Regulations and Development Partner's procurement guidelines. The Head Procurement and Disposal Unit will report to the Accounting Officer

Duties and responsibilities

• Facilitate procurement planning, contracting and control to ensure compliance with best practices and value for money.
• Prepare and maintain an updated procurement and disposal plan for the Agency and ensure adherence to the plan.
• Liaise with the Public Procurement and Disposal of Public Assets Authority (PPDA) and Development Partners on matters within their jurisdiction.
•  In consultation with user departments, initiate the procurement process and coordinate the preparation of Terms of Reference, Statement of Requirements, Specifications and Bid documents tor the procurement activities under the Agency.
• Support the function of the Contracts Committee and implementation of their decisions.
•  Develop and maintain a database a user friendly procurement tracking system to enhance efficiency.
• Maintain an updated Agency procurement profile on the Government Procurement Portal (GPP).
• Maintain and archive records of the procurement and disposal process.
• Prepare monthly procurement and disposal reports and submit to PPDA.
• Provide technical advice and guidance to staff of the Agency on procurement and disposal matters.
• Monitor performance of the Agency's contracts.
•  Establish and maintain an updated database of prequalified suppliers and service providers.
•  Manage departmental resources and activities including but not limited to budgeting, procurement and human resource.
•  Any other duties as will be assigned from time to time by the supervisor.

Person specifications

• Bachelor’s degree in: Business Administration, Procurement and Supply Chain Management, Law or Engineering.
•  Master's degree in Procurement and Supply Chain Management
• Full membership of Chartered institute of Procurement and Supply (CIPS)
•  Possess eight (8) years‘ experience in Public Procurement Management
•  Five (5) years proven experience in donor funded infrastructure procurements
•  Proven record of integrity.
• Good interpersonal and communication skills.

Key terms and conditions of service include:

• Six (6) months probationary period.
• Four (4) years contract renewable upon satisfactory performance
•  Attractive remuneration package.
