• 10 years’ experience in Information Technology, at least three years of which should have been at Principal level position.
• Proven experience managing data in modern, high-tech database and IT systems environments.
• Experience of using data visualization tools to create reports and dashboards for enhanced data expression and insight generation.


Other Requirements:
• Strong organization and time management skills. Able to prioritize recurring deliverables against ad hoc requests. Mindful of personal deliverables and projects without needing reminding from line manager.
• Familiarity with industry-relevant programming languages (e.g. HTML, JavaScript, SQL, Python, R, Java, C#,
• Proficient at digesting, understanding, and analyzing large amounts of data
• A thorough and proven understanding of data management and administrative policies.

Qualifications: Minimum Qualifications:
• An Honors Bachelor’s Degree in Information Technology, Computer Science, Information Systems, Statistics or Geography.
• A Master’s Degree in Information Technology, Computer Science, Statistics with Statistical Computing option, Geographical Information Systems or other information Systems.
• IT Industry Certifications with a bias in Database Management, Software Development/Software Engineering.
• Post graduate training in Geographical Information Systems (GIS) or Public Administration & Management will be an added advantage.

Duties and Responsibilities:
• Contribute in developing the vision around design and management of data as it pertains to the business strategy and establish processes for governing the identification, collection and use of corporate metadata.
• Develop, implement and maintain statistical databases including the National statistical databank, information management systems, Data portals and Statistical dissemination systems. Monitor database performance, and perform tests and evaluations to ensure data security, privacy and integrity.
• Plan and partner on the execution, implementation, utilization of Big Data and business intelligence technology across IT and business functions.
• Support the coordination of GIS efforts in statistical production within the Bureau and the NSS to include maintenance of area frames, mapping, dissemination, preparation and deployment of new maps for pre and post enumeration of census and surveys.
• Responsible for the management and implementation of Communication & Dissemination activities including website management, communication material, social networks, events organization as workshops, meetings.
• Protect UBOS and its staff from data losses, thefts, and breaches. Ensure strong data security measures are instituted and that vital company information is backed up and retrievable should the primary source become unavailable.
• Develop junior colleagues through coaching, providing performance feedback, providing effective performance assessments, and establishing performance & development plans.
• Work with all Directorates to remediate identified data quality gaps using both manual and automated solutions and, provide overall leadership on all data quality improvement projects of the organization.
• Produce and oversee the implementation of the quarterly and annual work plans, procurement plans, training plans and annual budgets
• Perform any other duties as assigned by the Director Digital Solutions and Data Capability
