Overall Purpose of the Job
As head of department, the Head of ICT is accountable for all ICT operations and IT security, ensuring IT systems, applications, networks and system security are available 24/7. The Head of ICT shall establish the IT direction and goals for the Hospital.
Ensure that the quality of infrastructure services delivered system wide is maintained at acceptable levels, including managing incident response and escalations, as well as planning for future growth and disaster recovery.
Directs department efforts to plan projects and provide cost effective, computer-based systems and services that support the system mission, vision, and strategic plan.
Reports To: Chief Executive Officer
Key Responsibilities
• Lead the development and implementation of Hospital’s strategic information strategy with a cohesive approach on how ICT and applications can anticipate and support the corporate mission, vision, and business strategies.
• In partnership with CEO, establishes priorities of IS objectives and tasks for the Hospital Information system. Evaluates requests for system enhancements and provides timetable for completion. Monitors all projects and provides periodic status reports.
• Implement the roadmaps for Disaster recovery and Business continuity.
• Responsible for the digitalisation agenda across Hospital to enhance data collection and integration of information.
• Pro-actively explore innovative opportunities that could contribute to Hospital’s mission.
• Responsible for review, development and implementation of ICT policies and service level agreements.
• Ensure compliance to IT related matters including IT security and facilitate IT security audits and/or investigations.
• Develop and and maintain relationships with external IT vendors and service providers.
• As technical professional and leader, continually build and strengthen the departmental structure and team work.
• Provide training and support at all levels of the organisation in ICT related topics, tools and applications.
• Collaborate with the Partnerships and Fundraising department to seek external partners for supporting ICT needs.
• Develops, implements and maintains processes and procedures to ensure the delivery of reliable, highly available, and secure network communications, storage, and computing resources.
• Ensures appropriate security controls are in place to safeguard those systems, including but not limited to digital files and vital electronic infrastructure, and responds to computer security breaches and viruses.
• Oversees procedure documentation and change management processes for IT Infrastructure systems.
• Ensures all IS equipment and applications promote hospital operations efficiency and patient safety, ensuring that all regulatory requirements are satisfied.
• Prepares the department capital and operating budgets.
• Develops strong professional relationships with physicians, administrators, peer managers, supervisors, staff, and vendors to ensure key stakeholders, business partners and customers are aligned.
• Works in conjunction with Human Resources in interviewing, training, on boarding, transfers, promotions and employee relations concerns.
The Candidate
• Bachelor’s degree in computer science, Information Technology or related field.
• At least 6-8 years of experience in related field of information technology with minimal 3 years in team leadership.
• Proven technical competency in business analysis, needs assessments and IT system design.
• Knowledge of Health information Management System (HMIS) and EAFYA is an added advantage.
• Excellent verbal and written communication skills with the ability to interact effectively with people at all levels.
• Ability to act as project ‘’driver’’ facilitating the achievements of required tasks.
• Coaching, leading and motivating skills.
• Ability to prioritise, meet deadlines and work under pressure.
