Position: Head of Programs
Location: Uganda but with travel to other Amref Contexts
Reports to: Country Director
Supervises: Program Managers & M&E Managers
Purpose of the Job
The Head of Programs will manage the programs and provide technical and managerial oversight support to Amref Health Africa in Uganda team to achieve objectives and maintain strong relations with the relevant government offices including Ministry of Health. The Head of Programs will represent the office in liaising with Amref Health Africa headquarters, One Amref global teams, as well as donors and in-country partners. The Head of Programs will also spend 100% of his/her time managing Amref Health Africa in Uganda RMNCAH, HIV/AIDS, SRHR, TB,Malaria and WASH programs.
The Head of Programs will be responsible for taking lead in new business development and providing technical oversights for the national and regional health system strengthening, human resource for health, researches, advocacies, and resource mobilization. As a member of the Amref Health Africa Senior Management Team, contribute to strategic and operational development and delivery of quality programming, in line with the Amref Health Africa Vision, Strategic Directions, and Mandate.
Key Duties and Responsibilities:
• Support the Country Director in defining Amref Health Africa-Uganda’s overall strategy, develop clear operational plans for execution, and continually identify opportunities for Amref Health Africa to add value and maximize impact.
• Maintain a thorough understanding of the health landscape in Uganda and the Ministry of Health’s key priorities and challenges.
• Maintain appropriate bi-directional communication with Amref Health Africa headquarters to ensure that Amref Health Africa’s strategic directions are being fully leveraged
• Develop and manage program, activities, and budgets in collaboration with program and support staff.
• Oversee Amref Health Africa in Uganda’s Health System Strengthening, UHC/PHC, Health financing, RMNCH, TB/HIV/Malaria, WASH, Climate change, Public Health security and elearning programs, including the management of several staff members, development of relationships with key relevant government partners, donor agencies, and other and international stakeholders.
• Provide technical and managerial oversights for the development and implementation of a comprehensive program strategy and work plan.
• Plan, manage and execute specific programmatic initiatives, such as the emergency responses and clinical and outreach programs.
• Develop and implement facilitative supervision and ensure that field staff gets onsite training, coaching and mentoring to improve quality of services renderingto target beneficiaries.
• Manage the individual performance of the staff under program management, ensuring that their performance is aligned to the strategic business plan of Amref Health Africa.
• Work closely with Ministry of Health officials; coordinate and collaborate with topmanagement officials of MoH and other line ministries and other agencies related to the program
• Discuss plans and strategies with different stakeholders to ensure proper understanding of the project’s concepts, timeline and reporting
• Identity research topics and provides technical oversights for the design and implementation of applied researches, and use evidence for future programing and improving quality.
• Spearhead institutional and unrestricted fundraising efforts and management of relationships with existing and potential donors.
• Review all program reports, assessing quality of the program and ensuring compliance with relevant regulations.
Qualifications, Skills & Experience:
• Minimum of a first degree in Medicine (MD) and a Master’s degree in public health (MPH) or equivalent.
• Minimum of 7 years’ experience in a senior leadership role working with international nongovernmental organizations (NGOs) or at a similar level.
• Ability to manage a complex health projects and experience in working with multidisciplinary and cultural teams
• Demonstrable Knowledge and experience in Amref’s strategic directions notably on health system strengthening, UHC/PHC, Health financing, RMNCH, TB/HIV/Malaria, WASH, Climate change, Public Health security and e-learning programs human resource for health, program design, quality assurance, monitoring and evaluation.
• Experience in new business development, donor relation management, networking, and relation building.
• Experience of team building, leading and developing a team of senior staff with different backgrounds and expertise.
• Proven experience in program development and good knowledge of relevant government offices, donors and private sectors
• Proven Experience of solving complex issues through analysis, definition of a clear way forward.
• Hands on skills and expertise in planning, financial and budget management as well as people management.
• An overall understanding of operational, financial and support services management processes.
• Communicate effectively in English orally and in writing
• Excellent computer and organizational skills.
• Strong work ethics, flexibility, and high level of integrity.
