Job Title: Head of Programs
Location: Kampala,Uganda
Reports to: Deputy Executive Director
Relationships:Advocacy Director and Manager, Finance and Administration Director, Monitoring, Evaluation, Adaptation and Learning and Grants Director and Executive Director

Purpose of the Job
To provide overall strategic and technical leadership, coordination, direction, design and management of ICWEA’s portfolio of programmes and projects.

Main Duties and Responsibilities
• Overall responsibility for programme development, implementation, reporting and programme risk management.
• Spearhead the Implementation and periodic review of ICWEA’s programming ensuring continued relevance in the rapidly changing environment.
• Coordinate the development and implementation of ICWEA annual and quarterly work plans and budgets
• Develop and implement quality assurance plan/strategy for all programmes/projects to ensure that programme deliverables meet quality standards.
• Convene periodic/regular country and regional level programme planning and performance review meetings as appropriate.
• Provide technical assistance support to ICWEA partners in line with relevant areas of expertise.
• Initiate and participate in the recruitment and deployment of technical programme staff.
• Provide support supervision, mentorship and methodological guidance to technical staff and other subordinate staff by providing direction, input and feedback.
• Support the development and implementation of the Resource Mobilization Strategy including identification and pursuit of potential funding and sustainability opportunities.
• Support the development of winning funding Proposals in response to emerging opportunities and in alignment with the organization’s strategic plan.
• Maintain healthy and cordial donor relations including ensuring compliance with donor programming and reporting requirements, guidelines and standards.
• Manage project budgets, checking and ensuring that activities are implemented according to approved budgets, and in a cost-effective manner.
• Oversee preparation of quarterly and annual programme/project progress reports and ensure that they are synchronized with financial reports before they are approved and filed.
• Participate in the development of ICWEA policies.
• Create, grow and maintain strategic partnerships with implementing partners, donors, government, other development agencies, and partners.
• Representation of ICWEA in strategic partnership meetings and fora and at key national, regional and international events.
• Promote and protect ICWEA’s brand within the development and technical assistance field.
• Ensure programme coordination and coherence across ICWEA’s portfolio.
• Conducting program team performance appraisals on quarterly basis
• Providing strategic programme advice to the Deputy Executive Director and /or senior management.
• Develop institutional capacity building strategies/plans for the program team to ensure that they are equipped enough to effectively deliver programmes and projects in line with the vision, mission, values and standards.
• Plan for programme team motivation and team building events
• Identify relevant national and international conferences where the programme team can participate and share organizational experiences
• Ensure that program activities are of high quality and within the work plans, policies and procedures of the organization.
• Ensure that program /project activities comply with all relevant legislation and professional standards i.e., aligned to the approved global. Regional and national frameworks.
• Participate in some field activities to understand the needs and challenges of programme/ project beneficiaries
• Support the programme and communications team to document succinctly programme key success stories and best practices for adaption and scaling up
• Lead in timely implementation of programmatic recommendations made by the Board and senior management

Education Requirements:
Desirable: A Master’s degree or post graduate diploma in management, policy, public health, social sciences, or in a relevant field from recognized universities or institutions.
Essential: Minimum of bachelor’s degree in a relevant field.
Post graduate studies in Project Management is an added advantage.

Competencies (Knowledge, Experience and Skills)
1. A minimum of 10 years’ experience at a leadership position with a Non-Governmental Organization (NGO) with a regional or national appeal
2. At least 5 years’ experience in managing and leading national programs and project and multi-disciplinary teams
3. Experience in designing and managing projects and programmes in Health specially in prevention, treatment, care and support in HIV & AIDS program management
4. Knowledge of main global funding streams in the HIV response such as Global Fund, PEPFAR, UNAIDS, UN Women among others
5. Extensive knowledge of local government structures
6. Working with district local governments and ministries/or government agencies
7. Experience in stakeholder management
8. Excellent writing and analytical skills are required
9. Prior experience in health programme management and implementation with a focus on HIV&AIDS is an advantage; including coordination with the relevant stakeholders from global, regional and national to community structures.
10. Good understanding of current issues and developments in the field of HIV&AIDS
11. Knowledge of program management
12. Resource Mobilization and Financial Management
13. Knowledge of communities’ issues and sensitivities
14. Partnership building and advocacy
