JOB DETAILS:
Job summary
The HSS Advisor will be responsible for providing technical and programmatic oversight on HIV/TB health systems strengthening efforts in the Kampala HIV project.
The HSS Advisor will lead and provide technical oversight to capacity strengthening processes of GoU and other key stakeholders to finance and support key health system building blocks, including strategic planning and coordination, laboratory systems, workforce, decentralization (through strengthened NRH), supply chain, and emergency response in Kampala region. Overall, the HSS Lead will ensure functional coordination and collaboration with the Ministry of Health (MoH) to strengthen the capacity of National Referral Hospital, District hospitals (NRH), DHTs, Faith and Community partners for an effective and sustainable decentralized response to improve people-centered service delivery.

Responsibilities and duties
• Lead capacity assessments, and review of existing information and data along the HSS Building
• Blocks, identify gaps and support development, implementation of capacity building plans for RRH, DHTs, district hospitals to achieve a strong and sustained decentralized HIV and TB response
• Build the capacity of RRH as training and mentorship hubs for DHTs and district hospitals and support development and implementation of cascade plans to peripheral health facilities within the region
• Provide technical support to RRH in planning, coordination and development of regional HIV/AIDS strategic plans, develop dissemination plans and cascade the same support to districts
• Strengthen CQI structures at regional, district and health facilities and work with to train and mentor them for implementation of effective and targeted CQI efforts for improved learning and adaptation
• Facilitate RRH to conduct supportive supervision and mentorship to the districts and cascade down to facilities and ensure reports are shared and actions tracked to close service delivery gaps
• Assist in increasing capacity of RRH in performance monitoring and promoting use of data for decision making and cascade down capacity to districts and lower-level health facilities
• Build capacity for decentralized HIV service delivery and strengthen community led monitoring of service delivery with a strong people-centered approach
• Train and through accompaniment, mentor and coach District Health Team (DHT) to coordinate and oversee supply chain management including utilization of electronic logistics management information systems
• Support DHTs, RRH and district hospitals proper and timely quantification and ordering of essential medicines, ARVs, TB and laboratory commodities
• Train and mentor RRH and district hospitals to support lower-level facilities to improve inventory management, stock and order fulfillment monitoring/tracking and use of available logistics system.

Qualifications, Skills and Experience
• Masters Degree in public health, epidemiology, health economics, public policy, or a related
• field.
• 10+ years of relevant experience in coordinating, managing, and providing HSS technical assistance to large, complex facility and/or community-based health projects focusing on HIV/AIDS, TB, or related, for US Government-funded projects preferred.
• At least five (5) years of first-hand experience in strengthening health services, health provider training and capacity building, performance improvement, or supervision in a developing country, preferably Uganda.
• Experience working with health financing and/or understanding of supply chain management issues and challenges in Uganda.
• Familiarity with HIV/AIDS and TB PEPFAR indicators and quantitative and qualitative data to monitor overall project performance.
• Excellent interpersonal skills and demonstrated ability to interact professionally with diverse people, clients, and consultants.
• Ability to build capacity and enhance collaboration between governmental and nongovernmental partners and other project implementers.
• Strong coordination and organizational skills and ability to assess priorities and manage a variety of activities in a time-sensitive manner and meet deadlines with attention to detail and quality.
• Strong communication, reporting, and writing skills.

• Strong analytical and problem-solving skills, with the ability to make sound judgment and decisions and offer innovative solutions
• Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
• Good presentation and facilitation skills
• Proactive, resourceful, solutions and results-oriented
