JOB DETAILS:

Job Summary
The HSS Officer is a full-time position based in Arua. They will be responsible for supporting the health systems technical support provided to the West Nile region. They will support fielding consultants, conducting technical checks and reviewing the final deliverables from the consultants when required. The incumbent will work closely with the Regional Program Coordinator - West Nile and assist in drafting strategic plans, and preparing strategic documents, concept papers and annual work plans. They will report to the Regional Program Coordinator - West Nile.

Responsibilities

1. Assist the Regional Program Coordinator - West Nile in coordinating with the district local governments and providing technical support for capacity building, good governance, health information systems, health commodities and integration of health services as related to malaria;
2. Support technical activities provided by the project to support district led planning and implementation;
3. Assist in drafting program documents, e.g., the strategic plan, strategic documents, concept papers, annual work plans, and quarterly and annual reports, as needed; • Maintain documentation of meetings, correspondence, and other materials related to activities identified under health system strengthening;
4. Assist in monitoring project activities, identifying problems & proposing possible solutions;
5. To strengthen the capacity of regional and district and level staff to implement, monitor and evaluate integrated health services as they relate to malaria;

7. Ensure that the project adheres to national and internationally accepted technical norms and standards and that best practices and approaches are well-documented and highlighted throughout project implementation;

Qualifications
1. Undergraduate degree in public health or a related field;
2. Minimum of 3 years of progressively increasing responsibility working for technical assistance health program;
3. Experience working on health systems strengthening activities;
4. Experience designing and implementing successful HSS approaches with government;
5. Excellent interpersonal, teamwork, supervisory, communications & mentoring skills; and
6. Experience working with a variety of partners including CBOS, DHOS, etc.
